Overview
This position will manage and administer the Family and Children’s programs within the Wyoming Medicaid program. Responsibilities include reviewing and interpreting federal and state rules and regulations; outreach; client complaints; program development; training; review and coordination of foster care cases; and child support enforcement to ensure accuracy of new and ongoing cases, whether determinations are made by state staff or contracted staff.
The goal is to ensure Wyoming residents receive the benefits they are entitled to in a timely manner.
- Review and interpret federal and state rules and regulations related to Family and Children’s coverage.
- Conduct outreach and respond to client complaints.
- Develop and maintain program policies and procedures.
- Provide training and technical assistance to program participants and staff.
- Coordinate foster care cases and child support enforcement activities.
- Ensure accuracy of determinations made by state staff or contracted staff.
- Plan and develop long‑ and short‑term changes to the Family and Children’s coverage groups within the Medicaid program.
- Manage and administer the coverage groups in accordance with federal and state regulations and agency mission and goals.
- Provide technical assistance, training, and audits for the coverage groups.
- Report on program performance and conduct analysis related to the Medicaid Family and Children’s coverage groups.
- Preference will be given to candidates with a Bachelor’s Degree.
- 0–3 years of progressive work experience (typically in Benefits and Eligibility) with knowledge at the level of a Senior Benefits and Eligibility Specialist, OR 4–6 years of progressive work experience with the same level of knowledge.
- Knowledge of state and federal government functions, procedures, and principles of professional healthcare administration and Medicaid programs.
- Ability to comprehend federal regulations, state statutes, program rules, and policy, and to integrate them into administrative rules, policies, and procedures.
- Familiarity with the Business Management System, the Eligibility System, and their application to Medicaid programs.
- Strong analytical skills to examine data and reports for completeness, accuracy, and regulatory conformance.
- Excellent oral and written communication skills when interacting with clients, administrators, legislators, contractors, and staff.
- Ability to present Medicaid program information and policy to public and private entities.
- Strategic thinking: consider current and future program goals, develop and coordinate changes, evaluate outcomes, and prepare contingency plans.
