General Description

WYDOT is seeking a full‑time Senior Policy & Planning Analyst in the Planning / Local Government Coordination Office. This position will lead a team to administer the Federal Highway Administration (FHWA) and state funds that pass through WYDOT to Local Public Agencies (LPA), ensuring effective use of the funds while complying with applicable laws and regulations.

Cheyenne is a steadily growing community along the Front Range with access to outdoor activities. Wyoming has no state income tax.

Essential Functions
  • Lead the team to act as liaison to Local Public Agencies, answering questions and attending public meetings.
  • Coordinate and manage state‑wide programs/policies and long‑ and short‑range planning.
  • Mediates and resolves policy or planning disputes.
  • Coordinate and evaluate feedback from city and county governments and recommend changes if necessary.
  • Meet with and review work of consultants preparing planning studies, grant applications, proposals, and project designs.
  • Facilitate or represent WYDOT on committees.
  • Promote and administer plans and policies.
  • Develop, review and interpret WYDOT and Commission policies and procedures.
  • Interpret state and federal statutes.
  • Perform reviews and audits of LPA work and documentation to ensure compliance with state and federal rules, and mediate a response when work does not comply.
  • Compile data, conduct analysis and evaluate data, and prepare reports for use in the evaluation of policies and programs.
  • May have supervisory responsibilities, including directing work, setting goals and ensuring staff meet those goals.
  • Advertise and gather proposals from LPAs for projects, working with LPAs to ensure proposals are proper.
  • Complete necessary federal and state reporting.
Qualifications Knowledge
  • Ability to effectively communicate complex information.
  • Knowledge of federal and state contract requirements.
  • Strong knowledge of legislative, executive, and federal government processes and financial transactions.
  • Experience with Google Drive and associated work products.
Education

Minimum:
Bachelor’s Degree (typically in Business).

Experience

1‑2 years of progressive work experience in Business, at the level of a Policy & Planning Analyst III.

OR 4‑6 years of progressive work experience in Business at the same level.

  • Eligibility and criteria for the hiring bonus:
    • Acceptance of a permanent full‑time non‑exempt/exempt position posted for public recruitment.
    • Temporary employees accepting a full‑time or part‑time permanent position.
    • Current employees accepting a promotional opportunity – recruitment must have been opened to the public.
    • One year of service to WYDOT must be completed; failure to complete forfeits the incentive, funds will be recouped from final pay.
    • Internal candidates required to remain in the position for at least one year from promotion date.
    • Employees can receive only one hiring bonus in a 12‑month period.
    • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve‑month period, they must pay the bonus back.
