The Financial Analyst performs professional work related to maintaining federal, state, and general fund financial information. Assists with all aspects of federal and restricted state funds including performing advanced technical work to assure compliance with rules and regulations, assisting with timely and accurate posting, assisting with reconciliation of general ledger accounts, and assisting with maintaining records of revenue and expenditure reports for governmental reimbursements and report filing.
Assists in preparing financial statements with multiple funding sources and service components.
- Ensure compliance of assigned grants and special funds with federal and state rules and regulations and grant requirements. Monitor fiscal compliance of sub-recipients and ensure adherence to grant requirements. Monitor compliance with funding restrictions and ensure compliance with Exhibit D’s, NOAs (Notifications of Awards), and other DBHDS guidance.
- Perform timely and continuous analysis and reconciliation of assigned grants and special funding revenues and expenditures using the general ledger system, Webgrants reimbursement system, and the Electronic Health Record (EHR), and/or other Agency financial systems. Maintain accuracy of financial data by identifying any coding errors in a timely manner and preparing corrective journal entries for review. Verify there are no inappropriate or unallowable expenditures and suggest corrective action as needed.
- Prepare financial reimbursement requests for entry into DBHDS reimbursement system, including eligible expenditures calculation with supporting documentation for all expenses. Prepare journal entries for submitted reimbursement requests and journal entries for payments received from reimbursements requested.
- Prepare financial reimbursement requests for review and timely submission to grantors for non DBHDS funding, including eligible expenditures calculation with supporting documentation for all expenses. Prepare journal entries for submitted reimbursement requests and journal entries for payments received from reimbursements requested.
- As requested by supervisor, prepare for review accurate and timely financial reports for assigned grants and special funds required by grantor. As requested by supervisor, prepare for review periodic required reporting for funds for DBHDS programs, adhering to required reporting frequencies.
- Assist in managing cash flow related to assigned grants and special funds by meeting deadlines and time frames for preparation of reimbursement requests and/or invoices, journal entries, and financial reporting.
- Assist with the development and management of grant and special revenue budgets, including pre- and post- award budgets ensuring the budget aligns with grant guidelines and restrictions. Assist Financial Grant Manager in reconciling and closing out grants and special funds.
- Assist in the financial statement audit by preparing for review audit work papers for assigned grants and special funds. Assist in performing internal audits of programs and/or procedures related to assigned grants and special funds. Maintain complete, audit ready documentation to support assigned grant and special funds reimbursement requests.
- Responsible for maintaining the Agency’s share drive database of Notice of Awards.
- In conjunction with the Financial Grant Manager, meet with Division Directors and Program Managers to review operating costs, funding streams and expenses related to grants and special funds to assist program staff in tracking and projecting grant and special funds spending.
- As requested by supervisor, attend trainings related to federal, state, and regional funds and their reporting.
- Be familiar with The Uniform Guidance.
- Perform other duties as directed by the Financial Grants Manager or Chief Financial Officer.
- Knowledge of theory, principles, methods, and practices of accounting.
- Knowledge of governmental financial operations.
- Ability to prepare, analyze and evaluate complex financial data.
- Knowledge of State and federal grants, budgeting accounting and reporting requirements.
- Ability to prioritize tasks and meet demanding deadlines.
- Research and analysis skills.
- Ability to facilitate successful communications with internal and external stakeholders.
Bachelor degree in in accounting or related field preferred with the ability to perform the essential job functions.
Three years of experience in general ledger accounting and reporting preferred; experience with grants accounting preferred.
Knowledge of Community Services Boards accounting practices and procedures preferred.
Project administration and/or project management experience and skills preferred.
