Position Goal / Function
Under the guidance of the Finance and Administration Director, provide leadership, strategic direction, and operational fiscal oversight for the county to ensure compliance, fiscal stewardship, and support of the County Board's mission.
Essential Functions- Coordinate and monitor a variety of fiscal control activities involving, but not limited to: the budget, long‑range financial planning including the use of available local Medicaid match dollars, payroll, accounts payable, accounts receivable including Medicaid revenue, grants, purchasing, federal financial participation to the Medicaid Waiver programs. Coordinate payment of funds with the county auditor’s office.
- Develop annual budget in coordination with division directors.
- Supervise the billing and capitalize on all additional funding streams (i.e. Title XX, TCM billing, MAC).
- Develop monitoring tools and prepare monthly status reports, advise the board, superintendent and directors on fiscal issues. Acts as fiscal compliance officer.
- Interpret fiscal policies and make recommendations to the Director of Finance and Administration.
- Develop financial projections for tax levies and bond issues, monitor financial condition of the board, and create projections for future financial needs including any Medicaid Waiver expenses.
- Supervise, train, coach, and evaluate finance staff. Conduct performance evaluations and address employee performance concerns. Participate in employee selection, onboarding, and development activities.
- Provide financial information required by County auditor or Commissioners.
- Monitor all activities involving documentation related to the financial operation of the board and ensure compliance with federal, state, and county laws, rules, and regulations.
- Serve as the county board’s designated “Business Manager” and “Assistant MAC Coordinator.”
- Cooperate and interact with the Department of Developmental Disabilities, as required in relation to program reviews, Medicaid Cost Report, fiscal audits, and Medicaid Compliance reviews conducted by ODODD, the state auditor, or Centers for Medicaid Services.
- Regular and reliable attendance during assigned work hours is essential to provide direct supervision, ensure compliance oversight, and respond to time‑sensitive matters.
- Participate in agency committees and interdepartmental initiatives as assigned.
- Represent the Board in meetings with internal and external stakeholders as needed.
- Attend appropriate training, as permitted, to enhance skills.
- Provide accounting support to Homecroft Inc., as needed.
- Perform related duties as assigned consistent with the general scope of the position.
Education and Experience ) Knowledge of:
- Accounting and finance principles, costing, audit preparation, payroll
- Ohio Department of Developmental Disabilities rules and Medicaid waiver requirements
- Applicable federal and state laws pertaining to client rights and service delivery
- Supervisory practices and performance management principles
- Non‑profit housing corporation principles
- Supervising and developing staff
- Interpreting and applying administrative rules
- Data analysis and compliance monitoring
- Professional written and verbal communication
- Independent judgment and decision‑making
- Use of standard office technology and software

- Education
- Bachelor’s degree or a master’s degree from an accredited college or university in accounting, business administration, finance, public administration, or a related field of study;
- Bachelor’s degree or a master’s degree from an accredited college or university in any field of study and has at least two years of full‑time (or equivalent part‑time), supervised, paid work experience with demonstrated competency in accounting, financial management, and budgeting;
