With sustainability and conservation in mind, you will deliver technical and professional engineering, construction, and maintenance to sustain facilities, infrastructure and ecosystems.

In this dynamic role, you will oversee and manage all dams, as well as construction and maintenance projects related to safety, ADA compliance, and facility renovations.

We are seeking a candidate to manage a team of professionals performing construction and maintenance activities on agency‑owned and co‑managed properties.

Responsibilities
  • Project Management:
    Supervise journeyman‑level workers in wood, metal, and concrete fabrication and domestic water systems during the construction, remodeling, repair, and maintenance of buildings, structures, and land.
  • Schedule, direct, coordinate, and supervise crews in the various phases of new construction and facility maintenance.
  • Analyze project specifications for sequence of work, material and personnel requirements, and scheduling of material and equipment deliveries.
  • Identify quantities of material or services that require purchasing contracts and develop specifications for the bidding process. Prepare detailed cost estimates.
  • Actively inspect construction and maintenance activities to ensure they are performed in accordance with the prescribed scope, and communicate the need for change orders when issues arise.
  • Prepare cost reports and estimates, schedule maintenance, assist in developing projects, including determining materials and equipment for project locations and purchases.
  • Use computerized maintenance system (Jira) to track requested work, enter work completion remarks, corrective adjustments, and other related information.
  • Supervision and Mentoring:
    Supervise and mentor technical and professional level staff to support an effective, motivated team.
  • Set goals and objectives, develop strategies to implement them, and develop performance measurements and standards for achieving individual and program performance objectives.
  • Lead and supervise crews, providing guidance and support to ensure high quality workmanship.
  • Dam Maintenance Management:
    Manage inspection, maintenance, and repairs for 38 dam sites throughout eastern Washington.
  • Monitor that inspection, maintenance and repair activities are successful, providing spot‑checking to ensure maintenance is performed as designed.
  • Manage the dam operation and maintenance budget, monitor recurring funding and spending trends, and engage in budget requests when funds are insufficient.
  • Carpentry:
    Provide onsite inspection of buildings, grounds, equipment, and fixtures to determine need for maintenance or repair.
  • Oversee construction, major repairs, and remodels of buildings, sheds, bridge abutments, walkways, handrails, and other structures from specification, plans, sketches, or instructions.
  • Assess conditions of various facilities at hatcheries statewide, including residences, offices, incubation, and feed storage buildings.
  • Identify structural deficiencies and hazards that could pose harm to human safety.
  • Recommend repairs to roofs, flooring, decks, fences, and frameworks.
  • Ensure compliance with ADA regulations.
  • Plumbing:
    Oversee repair or replacement of pressure and drain pipes, and install water heaters, both gas and electric.
  • Perform installation, maintenance, and repair of domestic water and fish‑rearing systems.
  • Assess conditions of residential and commercial plumbing components at hatchery facilities, examining valves and inspecting supply lines for potential failures.
  • Document and recommend repairs or replacements of components.
Working Conditions

Work setting:
Duties are performed at construction sites and, on occasion, in a fabrication shop. Responsibilities include bending, stooping, squatting, twisting, pushing, pulling, and lifting 50 pounds repetitively when loading and unloading trucks or moving materials.
