DESCRIPTION OF DUTIES:

ADVISOR, NURSING, MIDWIFERY AND ALLIED HEALTH PERSONNEL DEVELOPMENT

Join PAHO/WHO in advancing health workforce development across the Americas. This role provides leadership and technical cooperation to strengthen nursing, midwifery, and allied health personnel, supporting resilient, people-centered health systems and Universal Health.

SUMMARY OF RESPONSIBILITIES

Under the general supervision of the Director, Health Systems and Services (HSS), and the direct supervision of the Unit Chief, Human Resources for Health (HSS/HR), the incumbent is responsible for , but not necessarily limited to, the following duties:

  • Design and implement technical cooperation strategies to strengthen human resources for health policies, plans, and regulatory frameworks, with a focus on nursing, midwifery, and allied health personnel.
  • Promote and coordinate initiatives that support nursing, midwifery, and allied health education, continuing professional development, interprofessional education, and collaborative practice.
  • Lead efforts to expand and strengthen the role of nurses and allied health personnel within health systems through innovative approaches and supportive regulatory environments.
  • Conduct workforce studies, strengthen information systems, and produce analysis to support evidence-based decision-making and effective health workforce planning.
  • Foster partnerships and collaboration with academic institutions, professional associations, international organizations, financing institutions, and collaborating centers to advance workforce development.
  • Lead program planning, implementation, resource mobilization, monitoring, and evaluation activities, working closely with country offices and technical counterparts across the Organization.

EDUCATION

Essential: A university degree in one of the health sciences and a master's degree in public health or a health science related to the functions of the post from a recognized institution.

EXPERIENCE

Essential:
Nine years of combined national and international experience in the development of health, nursing, midwifery, and allied health personnel with responsibility for service delivery, developing policies, guidelines, educational programs, and plans to be implemented by health authorities, local governments and educational institutions.

LANGUAGES

Fluency in English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

IT SKILLS

Demonstrated ability to effectively use current technology and software, as well as Enterprise Resource Planning (ERP). Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, One Drive, PowerPoint, Teams, SharePoint, and Word are considered essential.

  • Ability to utilize information and communication technologies and promote innovative digital approaches.
  • Excellent analytical, written, and oral communication skills, including the preparation of reports, presentations, and technical documents.
  • Ability to collaborate effectively in multidisciplinary and multicultural environments.
DURATION OF CONTRACT

One year. Post of limited duration. First year probationary period.
