Opportunity

WSDOT is seeking a detail-oriented and collaborative Area Consultant Liaison Engineer to support the successful delivery of transportation projects throughout the Eastern Region by administering consultant agreements from procurement through contract closeout. The position will manage the full lifecycle of consultant contracts, including consultant selection, agreement development, payment processing, compliance monitoring, contract administration, records management, and closeout while ensuring adherence to state and federal laws, regulations, and WSDOT policies governing consultant contracting.

The role will also provide technical guidance and contract administration support to regional staff, Area Consultant Liaison personnel, local agencies, and external partners, helping ensure consultant services are delivered efficiently and in support of WSDOT’s Design and Construction programs.

What to Expect
  • Develop and manage consultant services agreements for the Eastern Region.
  • Lead negotiations, write for review and signature agreements, supplements, amendments, task orders, and other documents.
  • Facilitate negotiations for all types of agreement documents and advertisements for obtaining consultant services.
  • Manage second-tier selection processes and ensure processes comply with the WSDOT Consultant Services manual and state and federal regulations.
  • Direct staff in preparing consultant agreements and advise WSDOT managers and staff in consultant administration.
  • Manage consultant-delivered transportation design projects by applying engineering principles, project development practices, and knowledge of WSDOT design policies, standards, plans, estimates, specifications, and documentation requirements.
  • Oversee consultant progress, monitor schedules and budgets, review consultant deliverables for quality and compliance, and coordinate with WSDOT project teams to ensure timely delivery of design packages.
  • Supervise, train, mentor, and evaluate consultant liaison office staff.
  • Assign and prioritize work, monitor performance, provide coaching and technical guidance, and support employee development.
Required Qualifications
  • Consultant Contract Administration & Regulatory Compliance: Demonstrated ability to interpret and apply state and federal laws, regulations, policies, and procedures related to consultant procurement, contracting, agreement administration, and compliance.
  • Consultant Agreement Development & Negotiation: Experience developing, negotiating, administering, and managing consultant service agreements or engineering-related contracts.
  • Contract Analysis & Financial Review: Demonstrated ability to analyze and interpret engineering cost estimates, consultant pricing proposals, scopes of work, and contract documentation.
  • Communication & Technical Writing: Strong written and verbal communication skills, including the ability to communicate technical and contractual information to diverse audiences.
  • Collaboration & Relationship Management: Demonstrated ability to build and maintain collaborative working relationships with internal staff, consultants, local agencies, and external stakeholders.
  • Project Coordination & Organization: Experience coordinating multiple projects, priorities, and deadlines in a fast-paced environment while maintaining accuracy and attention to detail.
  • Leadership, Mentoring & Employee Development: Demonstrated leadership, mentoring, or supervisory experience, including assigning work, providing guidance, and supporting employee development.
