They are seeking an experienced Compliance Program Specialist (Lead) who can work with an interdisciplinary environmental team based out of Yakima Training Center (YTC) in Yakima, WA, Directorate of Public Works Environmental Division. This position will support the YTC Compliance Program and help ensure compliance with Federal, State, and Local Laws and regulations;
Executive Orders; and DoD, Army, USAR & RSC regulations and policies.
Salary Range: $60–65K Annually.

Responsibilities include but are not limited to:- Support the YTC Compliance Program in accordance with the project manager’s direction and the contract project work statement.
- Accompany regulators during inspections and notify appropriate JBLM YTC staff or organization of any discrepancies. Verbal notification to appropriate JBLM YTC staff shall occur the same day as the inspection with written documentation within one business day.
- Monitor and document on the spot correction of deficiencies noted during inspections from Federal, State or local authorities. Monitor and document corrective actions executed to resolve regulatory findings and Notice of Violations (NOVs) during inspections.
- Provide Regulated Waste (e.g. refuse, recycle, hazardous, PCS) management program support. Support entails knowledge of environmental laws and regulations pertinent to Regulated Waste and performance of tasks related to collection of data or information necessary to ensure compliance with Regulated Waste laws and regulations.
- Provide Toxic Waste (e.g. PCB, asbestos) management program support. Support entails knowledge of environmental laws and regulations pertinent to toxic waste and performance of tasks related to collection of data or information necessary to ensure compliance with toxic waste laws and regulations.
- Conduct review of reports to ensure waste shipment dates are properly planned and executed.
- Monitor all operations to assist with compliance with existing and emerging laws and regulations.
- Coordinate waste disposal requirements, including mode or method of disposal necessary disposal location approvals and approvals from other Government Organizations (e.g. Yakima Health District, Washington Department of Ecology).
- Review waste disposal documents to verify and account for disposed quantities.
- Conduct inspection of satellite regulated waste accumulation sites.
- Provide assistance to profile wastes accumulated.
- Review and update (non-comprehensive update) Plans (e.g. SPCCP, Emergency response, Water Systems and P2 plans).
- Develop operational procedures (e.g. Standard Operating Procedures) annually within the prescribed format and suspense.
- Review and update existing operational procedures (e.g. Standard Operating Procedures) annually within the prescribed suspense.
- Provide review and comment for other JBLM YTC and non-JBLM YTC organization plans (e.g. Integrated Natural Resource Plan, Rock Quarry Management Plan, etc.) Provide data, review and comment for other JBLM YTC organizations plans within the prescribed format and suspense.
- Review of project description plans and scopes of work for compliance program related issues. Ensure projects description plans or scopes of work include correct and applicable language to ensure compliance with applicable environmental laws and regulations (e.g. CWA, CAA, RCRC, TSCA, etc.).
- Annual review and maintenance of Compliance Program Continuity Folders.
