Job Overview

Job Title: Vice President of Operations

Reports to: Administrator

Positions Supervised: Program Service Director, Health Services Director, Operational Director

Salary: $48.00 - $52.00 hourly

Three Areas of Responsibility Program Services Oversight
  • Care Plan Integrity:
    Oversee the Program Services Director to ensure all client care plans and habilitative goals are not just compliant, but meaningful. Verify that “paper goals” translate to real‑world activities.
  • Behavioral & Habilitative Standards:
    Monitor the effectiveness of behavioral support plans. Audit program data to ensure staff are actively running goals and documenting progress, not just “warehousing” clients.
  • Regulatory Alignment:
    Ensure all program services meet DDCS/State guidelines for client rights and community integration. Serve as the final approval on programmatic strategy before state submission.
Health Services Oversight
  • Clinical Systems Auditing (Therap/eMAR):
    Manage the Health Services Director to ensure absolute zero‑defect standards in medication administration. You are responsible for the “Forensic Audit” of eMARs to prevent medication gaps.
  • Medical Coordination:
    Oversee the medical support infrastructure. Ensure that the Health Services team is effectively managing appointments, follow‑ups, and nurse delegations without delay.
  • Health & Safety Compliance: serve as the ultimate accountable party for client health outcomes. Review health trends (e.g., ER visits, falls, infections) and mandate systemic changes to the Health Services Director to reduce risk.
Operational Logistics & Revenue
  • Census & Revenue Strategy:
    You own the initiative of client target. Treat the vacancy rate as an emergency metric. Manage the Operational Director to ensure the referral pipeline is full and moving at speed.
  • Intake Velocity:
    Eliminate administrative bottlenecks in the admission process. If a bed is empty, you are responsible for deploying resources to screen, assess, and admit a qualified client immediately to protect the agency’s revenue stream.
  • Financial Viability:
    Partner with the Operational team to ensure every client admitted fits our financial model. Balance “Mission” with “Margin” to ensure long‑term agency sustainability.
Essential Leadership Duties
  • Director Accountability:
    Move beyond “delegation” to “verification.” Hold your three Directors (Program, Health, Operations) accountable to specific KPIs.
  • Crisis Stabilization:
    Deploy immediately to stabilize any of the three areas if they falter.
  • Incident Management & Root Cause:
    Review critical incidents through a multi‑lens approach (Health, Programmatic, and Operational) to determine where the system failed and how to fix it.
  • State & Regulatory Interface:
    Serve as the primary operational voice to State Auditors, demonstrating that our Health, Program, and administrative arms are working in sync.
  • Competencies & Mindset
  • The “Tri‑Lingual” Leader:
    You speak three languages fluently:
    Clinical (Meds/Health), Habilitative (Goals/Rights), and Business (Revenue/Census).
  • Data‑Driven Verification:
    You do not accept verbal assurances. You log into the systems (Therap, Billing, Intake Logs) to verify the reality of operations.
  • Urgency in Revenue:
    You understand that an empty bed is a threat to the entire organization’s stability. You drive intake with the same urgency as a medical crisis.
  • Forensic Detail:
    You can spot a disconnect between a Care Plan (Program) and a Medication Record (Health) that others miss.
Education and Experience
  • Experience:

    Minimum 7‑10 years of executive operations management in IDD/Residential Support. Must have specific experience managing multi‑disciplinary teams (Nursing/Health, Case Management, and Admin).
  • Revenue Management:
    Proven track record of managing census/occupancy rates and meeting revenue targets in a fee‑for‑service environment.
  • Technical Proficiency:
    Advanced user of Electronic Health Records (Therap preferred) for both health tracking and goal/program tracking.
  • Education:

    Bachelor’s Degree in Healthcare Administration, Social Work, Business, or related field. Master’s Degree preferred.
