Priority consideration will be given to Spokane County employees in a position covered by the 1553 Collective Bargaining Agreement (CBA) submitting applications between 3/27/26 and 4/3/26. First consideration will be given to applicants working in Detention in a position covered by the 1553 CBA; second consideration given to County-wide applicants in a position covered by the 1553 CBA;
third consideration given to all other applicants, including the public. The position allocated to this class is responsible for misdemeanor and low‑level felony inmates for early intervention program intended to offer alternative resources for persons with mental health conditions. The work is performed with considerable independence in both the office and field and is evaluated on the attainment of the program goals and objectives.
This position performs professional and administrative duties to screen, assess, facilitate and coordinate a new unique diversion program that provides alternative resources and placement for mental health individuals to avoid placement in jail or psychiatric inpatient.
- Provides knowledge of available systems and resources to the diversion program treatment team to ensure diversion participants are receiving maximum benefits of the program.
- Provides crisis response and intervention to individuals as part of the screening and referral process.
- Organizes and/or participates as needed in regularly scheduled care coordination meetings with diversion program Jail staff and community based providers to ensure continuity of care and engagement are maintained as well as ensuring contractual and State requirements are met.
- Screen, assess, and provide referrals to the Misdemeanor and Low‑Level Felony Diversion Program.
- Manages and oversees the Misdemeanor and Low‑Level Felony Diversion Program.
- Reviews quarterly program data collected and reported to Spokane County CSHCD and the Court by community based providers; adjusts program and/or services as needed.
- Will comply with all federal, state, and local requirements regarding mental health treatment, referral, and confidentiality issues as well as requirements pertaining to the Spokane County Regional Behavioral Health Organization.
- Represents the interests of SCRBHO, the public, and the diversion participants by maintaining the original mission and integrity of the program.
- Schedules and facilitates diversion program treatment team initial treatment planning sessions, monthly care coordination meetings, and ad‑hoc crisis intervention meetings.
- Ensures community based providers report accurate and timely data reports to the Court.
- Performs other related duties as required/assigned.
- Serves as a care coordinator and case manager for the Spokane County 5177 Mental Health Prosecutorial Diversion Program.
- Facilitates and maintains meetings with program partners and stakeholders.
- Manages the collection, organization and review of research and data analysis for the 5177 Prosecutorial Diversion Program.
- Provides community outreach to partners, stakeholders, and program participants, presents the program to public defenders, prosecutors, and other legal stakeholders; and provides orientation for new participants.
- Provides peer support, training and orientation to new employees to the 5177 program.
- Teaches rehabilitative programs at Geiger such as anger management, parenting, job readiness, etc.
- Assists inmates with getting into a drug rehabilitation program, housing, setting up medical benefits, food stamps, obtaining scripts for medications when they are released, and setting up appointments with counselors.
- Answers inmate correspondence forms regarding discharge planning needs and requests for resources.
- Provides re‑entry planning, day‑to‑day discharge planning (housing, transportation, coordinating with community providers, mental health intakes, medications, drug and alcohol treatment, co‑occurring, etc) for mental health inmates on 4E, 3W and 6E.
