Job Highlights
As our Technical Specialist Lead (Apprenticeship Consultant
4), you’ll serve as the statewide technical expert for the Department of Labor & Industries Apprenticeship Program. In this role, you’ll have the opportunity to participate in the development or revision of laws, standards, rules, regulations and policy as well as expand the Apprenticeship program to support a highly qualified and highly skilled workforce.
- Oversee technical review of all WSATC quarterly standards, revisions and requests.
- Serve as the lead facilitator for the Technical Review Team (TRT).
- Serve as the program liaison for the State Board Community and Technical Colleges (SBCTC) and Related Supplement Instruction (RSI) trade review.
- Be responsible for the technical review of proposed new standards; serve as a statewide expert and technical resource for Apprenticeship Consultant 3 staff and Management Analyst 4 staff in the development of new standards and/or occupations, revisions to standards, development of preparatory programs, and Related Supplemental Instruction plans and revisions.
- Lead for objection process, mediations and hearings.
- Advise apprenticeship consultants, apprenticeship program staff, and employers on state and federal laws and rules applying to registered apprenticeship, as well as Washington State Apprenticeship and Training Council (WSATC) policies and procedures.
- Provide interpretation and consultation of rules and regulations
- Support the Apprenticeship program and the Department at legislative hearings by reviewing and collaborating on fiscal notes for apprenticeship legislation.
- Monitor bills and hearings as assigned. Keeps the apprenticeship program manager informed on potential impacts of proposed legislation on the apprenticeship program and its’ stakeholders.
- Assist the DLS policy team with CR-101, CR-102, and CR-103 rules packages.
Required:
Three (3) years of experience as a Washington State Department of L&I Apprenticeship Consultant 3 or Dept. of Labor Office of Apprenticeship employee
OR
Journey level standing as a result of completion of an apprenticeship program and three (3) years of experience working for, or providing technical assistance and consultation services to, a registered apprenticeship program
OR
Journey level standing as a result of completion of an apprenticeship program and three (3) years of experience as a Coordinator/Training Director for a program approved by a state apprenticeship council or the U.S. Department of Labor Bureau of Apprenticeship Training
OR
Three (3) years of experience developing and implementing apprenticeship programs or preapprenticeship programs that have a documented relationship to the Washington State Apprenticeship and Training Council or Dept. of Labor Office of Apprenticeship
OR
Bachelor’s degree involving major study in public administration, public policy, or experience working in a legislative capacity, conducting research and analyzing policies, laws, rules, or regulations or comparable combination of graduate education and experience.
Additional qualifying experience will substitute for education at the rate of one year of experience for one year of education.
