In this position, you will provide oversight and direct supervision to the Title XIX program staff, including case managers and case aides as well as the daily operations of the Title XIX programs. Participate in interviewing and hiring of staff, direct and oversee staff training and staff compliance with organizational, Aging and Long-Term Care of Eastern Washington (ALTCEW) and Aging and Long-Term Services Administration (ALTSA) requirements.

Maintain close relationships and communication with ALTCEW, ALTSA and HCS staff that facilitates timely communication of the state’s policies and procedures for the programs and promote seamless service delivery. Work with outside agencies such as Adult Protective Services and residential care facilities when necessary. Develop and utilize best practices processes.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
  • Ensure Title XIX Team Leaders provide and document on-going staff support/recognition, supervision, teaching and training that builds knowledge and skills, enhances team building and staff retention, elevates staff morale, effectively manage change, and meets contract and productivity requirements.
  • Ensure Title XIX case managers conduct timely and accurate functional assessments using the State’s CARE system.
  • Provide initial and ongoing training for assigned staff.
  • Review Title XIX case managers assessments for accuracy and quality.
  • Attending assemblies, trainings and monitoring visits from ALTCEW and ALTSA.
  • Receive, review, and distribute referrals from Home and Community Services to appropriate case managers.
  • Maintain knowledge of Washington State Long-Term Care Manual, specifically those chapters relating to CFC, COPES, and MPC.
  • Review caseload numbers by individual case managers and age group and ensure efficient and equitable distribution of Title XIX cases.
  • Keep Director, Elder Services informed regarding CFC mandates, WAC and policy changes, administrative responsibilities, etc.
  • Assist Director, Elder Services in developing policies, procedures/guidelines and practices relating to the Title XIX program.
  • Ensure CFC program observes working agreements with outside agencies, specifically home healthcare agencies contracted with ALTCEW.
  • Assign tasks and delegate responsibilities to ensure deadlines are met, contract requirements and goals are achieved, and quality work is completed.
  • Communicate with ALTCEW and ALTSA to ensure Title XIX staff integrate and successfully apply required training information.
  • Compile and review Title XIX data for themes, trends and patterns with regard to training needs and program requirements.
  • Manage Title XIX staff personnel issues, including but not limited to performance evaluations, disciplinary measures (if necessary), and payroll accountability.
  • Promote positive staff morale and integration of agency activities within the assigned departments and FBH in general.
  • Attend and participate in monthly management meetings and be prepared to serve as the senior manager for the Raschko building if and when the program director and program administrator are not on site.
  • Develop and utilize systems that effectively monitor Title XIX workflow and ensure program monitoring requirements are met.
  • Attend “A-Team” meetings and participate in challenging case staffing.
  • Manage consumer complaint calls as well as complaint calls from external agencies (HCS, ALTCEW, constituent services, etc).
  • Advise staff of HCS’ Management Bulletins, ALTCEW Vendor Memos in a timely manner.
