Job Description
The Transportation Design Project Manager leads and delivers a diverse portfolio of transportation and traffic engineering projects, ranging from small to mid-sized traffic assignments to larger multi-disciplinary efforts. This role oversees technical analyses, traffic operations and safety studies, and the development of traffic design and construction plans.
Responsibilities- Manage and deliver a range of transportation and traffic engineering projects, including small to mid-sized traffic projects, traffic tasks, and components of larger multi-disciplinary projects.
- Oversee and direct data collection, technical analyses, and the preparation of written documentation for traffic and transportation studies.
- Perform technical traffic analyses to identify traffic operations and safety deficiencies for all modes of transportation, including vehicles, pedestrians, and cyclists.
- Develop travel demand forecasts for current and future conditions to support planning, design, and operational decision-making.
- Apply microsimulation software such as VISSIM and Trans Modeler, and capacity analysis tools such as Synchro/Sim Traffic and SIDRA, to evaluate traffic operations and prepare engineering and traffic reports.
- Identify mitigation alternatives and safety countermeasures to address existing and future traffic operational and safety deficiencies.
- Evaluate and compare alternatives using defined measures of effectiveness and document findings to support recommendations for proposed improvements.
- Lead traffic design efforts, including the development of alternatives and design and construction plans to maintain traffic during construction of transportation improvements.
- Prepare design and construction documents for permanent signing, pavement markings, and traffic signal plans in accordance with MUTCD guidance, standards, and industry best practices.
- Prepare and review traffic impact analyses, safety studies, signal and communications designs, signal timing plans, and major feasibility studies.
- Participate in and present project findings in writing and at client meetings, technical group gatherings, and public meetings held during the day or evening.
- Oversee and direct the analytical work of engineers and planners, providing technical guidance, quality control, and mentoring.
- Assist in project-related staff management, including coordination of tasks, schedules, and deliverables.
- Participate in business development efforts, including assisting with the development of proposals to secure new traffic-related work and contributions to multi-discipline pursuits.
- Manage traffic engineering projects from initiation through completion and contribute to the management of larger multi-disciplinary projects.
- Ensure that all work complies with applicable traffic engineering guidance documents, including MUTCD, ITE, NACTO, and other industry standards.
- Maintain strong client service by responding with urgency, initiative, and effective communication to meet project needs and deadlines.
- Bachelor’s degree in engineering
- Minimum of 4 years of experience in transportation operations and safety roles, including preparing traffic impact analyses, safety studies, signal and communications designs, signal timings, and major feasibility studies.
- Licensed Professional Civil Engineer, licensed in or capable of obtaining licensure in South Dakota.
- Professional Engineering License
- Professional Transportation Operations Engineer certification
- Transportation experience with a focus on traffic engineering, operations, and safety.
- Proficiency with microsimulation tools such as VISSIM and Trans Modeler for traffic operations analysis.
- Proficiency with capacity analysis and signal analysis tools such as Synchro/Sim Traffic and SIDRA.
- Experience with traffic design, including traffic control plans for maintenance of traffic during construction.
- Knowledge of traffic engineering guidance documents and best practices, including MUTCD, ITE, and NACTO resources.
- Strong project management skills with the ability to manage traffic engineering projects from start to finish and contribute to larger multi-disciplinary projects.
- Strong technical and qualitative writing ability for preparing clear, concise, and well-structured reports and documentation.
- Excellent verbal, written, and interpersonal communication skills for effective collaboration and public and client presentations.
- Commitment to life‑long learning to maintain knowledge of contemporary transportation and traffic engineering issues.
- Experience with design platforms such as Micro Station and Open Roads
Skills & Qualifications
- Road Safety Professional (RSP) certification is a plus.
- Experience participating in and presenting at public meetings.
- Experience mentoring and providing technical guidance to junior engineers and planners.
- Experience contributing to business development activities and proposal preparation for traffic-related and multi-disciplinary projects.
