This opportunity is contingent upon contract award and final staffing approval. Permission will be requested before including a candidate's name or resume in a proposal. Alpha Gov is seeking an Environmental Review SME to lead HUD environmental review compliance for homeowner rehabilitation and reconstruction activities under 24 CFR Part 58.
The work includes Environmental Review Records, tiered review documentation, coordination with program and construction teams, and timely compliance sign-offs that keep delivery audit-ready.
- Complete Part 58 reviews for rehabilitation and reconstruction activities, including tiered approaches where appropriate
- Maintain Environmental Review Records and supporting documentation for monitoring
- Coordinate with program, compliance, and construction teams on site conditions and mitigation
- Advise on review timing, sequencing, and clearance requirements
- Identify environmental risks and document practical mitigation or resolution paths
- Support consistent review quality through program closeout
- HUD Part 58 environmental review experience on CDBG or CDBG-DR programs
- Experience preparing Environmental Review Records and supporting compliance documentation
- Ability to coordinate review requirements with housing, construction, and program-delivery teams
- Comfortable as a 1099 / project-based collaborator
- CDBG-DR program experience
- Familiarity with Alaska environmental conditions and rural or remote logistics
- Experience producing tiered reviews for housing rehabilitation programs
- Experience supporting mitigation planning, clearance tracking, or monitoring response
