The New York City Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high‑quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square‑mile watershed that extends 125 miles north and west of the City.
The Bureau of Engineering Design & Construction (BEDC) manages a portfolio of capital projects valued at $35 B today, and projects another $13.6 B over the next ten‑year commitment plan. This work spans the DEP’s vast network of wastewater treatment plants, dams, bridges, shafts, reservoirs, tunnels, pumping stations, ultraviolet disinfection systems, filtration systems, and associated facilities throughout New York City and its watershed.
Our Water System Capital Program (WSCP) oversees planning, design, construction management, and construction to support the upgrading and state‑of‑good‑repair of the Bureau of Water Supply’s critical infrastructure. BEDC delivers a substantial multi‑billion‑dollar capital program to provide new infrastructure as well as to reconstruct existing assets, ensuring the integrity, continuity, and high quality of the water supply.
BEDC seeks to hire a Civil Engineer Level 1 to serve as an Accountable Manager (AM) for WSCP. The selected candidate will report to a Deputy Portfolio Manager supervising water and wastewater system projects across the watershed and within NYC. These projects will include improvement programs for dams (inside and outside the city) and may include other reservoirs, aqueducts, wastewater treatment plants, bridges, roadways, or miscellaneous infrastructure projects.
The selected candidate will be responsible for achieving project goals and milestones, ensuring that all schedules, reports, and work products conform to the scope of work. They will prepare, negotiate, and process modifications to Consultant Contract scope, cost, and schedule. The candidate will provide day‑to‑day guidance and oversight of subordinates’ work assignments, motivate team members, approve time and leave, evaluate staff, and determine staffing requirements.
Environmental health & safety will be integrated throughout the project lifecycle, focusing on client service to operating Bureaus. The incumbent will implement all project delivery procedures and coordinate with Bureau support divisions such as the Project Controls Group (Schedule & Cost), Permit Resource Division, Sustainability, Contracts Support, etc.
The candidate must be a “hands‑on” project manager capable of quickly recognizing project requirements and providing sustained effort from conception to completion. They will maintain seamless communication and coordination with Agency Bureaus, other City Agencies, and key stakeholders. The role focuses on issue resolution and risk mitigation, managing project quality throughout the lifecycle. The candidate will manage staff efficiently and effectively to ensure adequate project staffing and opportunities for professional growth, and will continuously monitor key performance indicators concerning scope, schedule, budget, and other metrics.
