This position is responsible for assisting in overseeing and directing the administration, operation, maintenance, repairs and planning of the activities of the City's Water Bureau. An employee in this class is available on a twenty-four hour call basis in addition to the regular workday, and assumes responsibility for the Bureau in the absence of the Water Works Superintendent. While the ability to exercise independent judgment is a requirement, general supervision is received from administrative personnel.
Direct supervision is exercised over assigned personnel. Does related work as required.
TYPICAL WORK
ACTIVITIES:

- Assists in directing the daily administration, operation, maintenance and repairs of the water supply and treatment system;
- Assists in designing and planning for water main installations and extensions for better service and improved water supply;
- Plans and directs the repair and inspection of water mains, fire hydrants, water meters and metering installations used to measure water consumption;
- Engages, coordinates and supervises the work of outside contractors and consultants and determines if the work meets legal requirements and specifications;
- Conducts surveys of water distribution system and supply system for leaks and other areas of unaccounted for water and recommends corrective action to be taken and sets up preventive maintenance programs;
- Establishes suitable sampling points and participates in the conduct of laboratory and field analysis to insure that the quality of water is proper and safe;
- Oversees the treatment and pumping operations of the city’s water system;
- Oversees Water Treatment Chemical and Preventive Maintenance Contracts;
- Oversees and updates, when required, the Water System’s Comprehensive Monitoring Plan;
Oversees the Water System’s Chemical Bulk Storage and Cross Connection Control Programs; - Oversees the preparation and submission of the Monthly Water System Operation Report;
Oversees the submission of compliance monitoring sample results to the WCDOH; - Assists in the preparation of the Annual Water Quality Report;
- Assumes responsibility for the administration and operation of the Bureau in the absence of the Water Works Superintendent.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
- Thorough knowledge of the principles, practices and procedures of civil and sanitary engineering as they apply to water treatment and supply;
- Good knowledge of water treatment and supply safety principles, practices and procedures;
- Good knowledge of Federal, State, County and local laws, rules, regulations and codes pertaining
- to water treatment and supply;
- Ability to establish and maintain effective working relationships;
- Ability to plan and supervise the work of others;
- Ability to communicate effectively both verbally and in writing;
- Dependability; tact; integrity; resourcefulness; accuracy; good
- judgment;
- Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS:
EITHER
- A) Possession of a Master's Degree in Engineering or a related field and three (3) years of experience in the design, construction, operation and maintenance of a municipal water supply or treatment system of which must have been in a supervisory capacity; or
- B) Possession of a Bachelor's Degree in Engineering or a related field and five (5) years of experience as described in (A), three (3) years of which must have been in a supervisory capacity; or
- C) Possession of an Associate's Degree in Engineering or a related field and seven (7) years of experience as described in (A) and (B), three (3) years of which must have been in a supervisory…
