Grants Management & Compliance Administrator

Columbus, NE;
Kearney, NE;
Norfolk, NE;

Location – One of the following Nebraska NPPD office locations:
Columbus General Office, Kearney Operations Center, Norfolk Operations Center, York Operations Center.

Salary Range – $9,430 – $12,023.

Employment Type – Full-time.

Core Responsibilities

  • Oversee the grants management process and ensure compliance with grant and Direct‑pay regulatory requirements.
  • Monitor all grant communications to determine applicability to the District and communicate appropriate actions to District staff.
  • Serve as the key point of contact for consultants regarding grant research, submittal, and compliance, representing the District as a subject‑matter expert.
  • Collaborate with internal business units, executive leadership, board of directors, customers, and consultants.
  • Report grant status to executive leadership and board of directors.
Grant Management and Compliance
  • Develop and implement strategies to identify, secure, and manage federal and state grants.
  • Research and identify grant opportunities that align with the District’s initiatives and strategic priorities.
  • Collaborate with consultants to prepare and submit grant applications, ensuring compliance with guidelines and deadlines.
  • Collaborate with business units to gather relevant information for grant proposals.
  • Monitor and track grant progress, including financial reporting, programmatic updates, and required documentation.
  • Maintain accurate records of grant activities, budgets, and expenditures.
  • Routinely report grant status to executive leadership, management, and board of directors.
Grant and Direct‑pay Compliance Oversight & Reporting
  • Stay up-to-date with federal, state, and local regulations, policies, and guidelines.
  • Develop and coordinate implementation of policies and procedures to ensure compliance with applicable regulations.
  • Conduct routine reviews coordinated with Audit Services to assess compliance and identify improvement areas.
  • Ensure accurate and timely financial reports are submitted to funding agencies and stakeholders.
  • Collaborate with the finance team to ensure proper documentation and recording of grant funds and Direct‑pay credits.
  • Assist in developing and implementing internal control procedures to safeguard grant funds and assets.
Stakeholder Collaboration
  • Collaborate with executive leadership, internal business units, and customers to align grant initiatives with strategic goals.
  • Maintain effective relationships with funding agencies, customers, and external stakeholders.
  • Participate in meetings, conferences, and professional development opportunities to stay informed about trends and best practices.

Accountable for other duties as assigned.

Education, Training and Experience

Bachelor’s degree plus 4 years of experience OR Associate’s degree plus 6 years of experience OR High School Diploma/GED plus 8 years of experience required.

Minimum of 4 – 8 years of related experience is required, depending on education. Experience may include leadership in electric, natural gas, or related industry with compliance functions, grant writing, auditing, or experience in a fast‑paced organization or governmental body.

Licenses and Certifications

Grants Management Certificate Program preferred or expected to be obtained within 3 years.

Travel Required – Up to 25%, with frequent overnight stays, more than three per month, typically within Nebraska.

Retirement Savings

NPPD employees may participate in a 401(k) plan and a 457(b) plan with pre‑tax or Roth contributions. After the first six months of employment, a generous matching contribution is included. The five‑year vesting period begins on the employee’s hire date. Retired employees are eligible for retiree healthcare benefits and a life benefit paid to beneficiaries.
