Site Foreman

This role is a hands-on Site Foreman position responsible for leading field crews on heavy civil construction projects, including earthwork, grading, underground utilities, and paving. You oversee daily site operations, coordinate labor and equipment, ensure strict adherence to safety and quality standards, and keep projects moving efficiently. You act as the on-site leader, working closely with supervisors and other trades to maintain workflow, resolve issues, and support the successful delivery of each project.

Responsibilities

  • Lead and manage daily on-site crew operations for heavy civil construction projects, including earthwork, grading, utilities, and paving.
  • Schedule, assign, and delegate work activities based on project priorities, timelines, and resource availability.
  • Oversee and participate in hands-on field work while ensuring all tasks meet company quality standards and comply with OSHA regulations.
  • Run daily toolbox talks and conduct Job Hazard Analyses (JHAs) to promote a strong safety culture and ensure hazard awareness.
  • Complete safety-related documentation, including incident and near-miss reports, in a timely and accurate manner.
  • Coordinate with supervisors, project leaders, and other trades to maintain a smooth workflow and minimize downtime on site.
  • Review daily site activity, including crew productivity, equipment utilization, and progress against plans, and adjust operations as needed.
  • Train, mentor, and develop crew members to improve skills, productivity, and adherence to safety and quality standards.
  • Read and interpret blueprints, plans, and project specifications to ensure work is executed correctly and efficiently.
  • Operate or oversee operation of heavy equipment such as dozers, loaders, excavators, skid steers, and GPS-enabled machinery as needed.
  • Use field reporting tools (such as tablets or iPads, with HCSS preferred) to document work performed, track production, and communicate project updates.
  • Work outdoors in varying weather conditions and perform physically demanding tasks, including standing for extended periods, lifting, and working in trenches or on uneven terrain.
  • Report to the shop or directly to job sites as required, ensuring punctual attendance and readiness for the scheduled workday.

Essential Skills

  • Minimum 5+ years of experience as a foreman in site or utility construction.
  • Strong knowledge of construction methods, heavy civil operations, and related equipment, including earthwork, grading, underground utilities, and paving.
  • Solid understanding of OSHA safety standards and ability to apply them consistently on active job sites.
  • Ability to read and interpret blueprints, plans, and project specifications accurately.
  • Proven leadership experience managing field crews in a fast-paced and high-pressure construction environment.
  • Strong communication skills for coordinating with supervisors, trades, and crew members, and for leading safety meetings.
  • Effective problem-solving skills to address on-site challenges and maintain project momentum.
  • Experience with field reporting tools, including tablets or iPads; HCSS software experience is preferred.
  • Hands-on experience with heavy equipment such as excavators, dozers, loaders, skid steers, and other civil construction machinery.
  • Experience with GPS-based equipment or systems, with GPS dozer experience considered a plus.
  • Knowledge of underground piping and underground utilities construction practices.
  • Proficiency in blueprint reading and understanding civil and commercial construction documentation.
  • Valid driver's license and ability to obtain a medical card, with a clean driving record.
  • Ability to work comfortably outdoors in all weather conditions and perform physically demanding work.
  • Reliable transportation and the ability to travel to the shop or directly to job sites within the project radius.

Additional Skills & Qualifications

  • Experience working on heavy civil projects such as earthworks, grading, utilities, and paving in both civil and commercial construction environments.
  • Familiarity with OSHA 10 standards or equivalent safety training.
  • Experience using GPS-guided equipment, including GPS dozers and other GPS-enabled machinery.
  • Background in underground piping and utility installation, including working in trenches and uneven terrain.
  • Comfort using technology in the field, including iPads or similar devices for reporting and documentation.
  • Strong organizational skills to manage multiple tasks, crews, and priorities simultaneously.
  • Ability to maintain composure and sound judgment in high-stress or time-sensitive situations.
  • Willingness to work occasional weekends for overtime opportunities based on project needs.

Job Type & Location

This is a Contract to Hire position based out of York, PA.

Pay and Benefits

The pay range for this position is $30.00 - $35.00/hr.
