Position: FINANCIAL SUPERVISOR

General

Job Summary

The Financial Supervisor is responsible for the overall supervision, coordination, and administration of the financial operations of the Juvenile Court. The position ensures that court financial activities are conducted accurately, efficiently, transparently, and in accordance with applicable Ohio law, county policies, court rules, grant requirements, and generally accepted governmental accounting practices.

The Financial Supervisor oversees court accounts, budgets, expenditures, revenues, purchasing, financial reporting, grants, accounts payable and receivable, and other fiscal functions including serving as the primary fiscal coordinator for the Court's Ohio Department of Youth Services (DYS) RECLAIM Ohio grant funding to ensure appropriate administration and use of RECLAIM funds.

The position works closely with the Juvenile Court Judge, Court Administration and Director of Justice Center, the County Auditor and other governmental agencies as necessary.

The Financial Supervisor is an unclassified employee pursuant to Ohio Revised Code Section 124.11(A)(9) and serves at the pleasure of the Juvenile Judge pursuant to Ohio Revised Code Section 2151.13.

Responsibilities

Supervises and coordinates the day-to-day financial operations of the Juvenile Court.

Develops, monitors, and maintains the Court's annual operating budget.

Monitors expenditures and revenues to ensure compliance with approved appropriations and county financial policies.

Reviews financial transactions for accuracy, appropriateness, proper coding, and availability of funds.

Prepares periodic financial reports for the Juvenile Court Judge, Court Administrator, and Director of Justice Center.

Identifies budgetary concerns, financial trends, and potential funding shortfalls and recommends appropriate corrective action.

Maintains accurate financial records and supporting documentation.

Coordinates with the County Auditor and other county fiscal offices regarding court accounts and financial matters.

Approves and facilitates the preparation of payroll.

Supervises the processing and review of invoices, purchase orders, contracts, reimbursements, and other financial documents.

Ensures invoices are properly authorized and supported by appropriate documentation.

Monitors accounts payable and receivable activity.

Coordinates the collection, deposit, accounting, and reconciliation of Court/Justice Center related revenues and fees as applicable.

Investigates discrepancies and resolves financial recordkeeping issues.

Ensures financial transactions are properly documented and retained.

Assists with preparation of grant budgets and financial components of grant applications.

Establishes appropriate tracking systems for grant expenditures and matching funds.

Prepares or assists with required financial reports, reimbursement requests, and grant documentation.

Maintains records necessary for grant monitoring and audits.

Coordinates with program staff to ensure grant-funded expenditures are properly documented and allowable.

Monitors grant expiration dates, funding balances, reporting deadlines, and closeout requirements.

Assists with identifying additional funding opportunities and sustainable funding sources for court programs.

Assists with procurement activities in accordance with Ohio law and county purchasing policies.

Reviews contracts and purchase agreements for fiscal impact and availability of appropriated funds.

Maintains records related to purchasing and contractual expenditures.

Coordinates with county purchasing, legal, and fiscal offices when required.

Monitors vendor payments and contractual obligations.

Assists Court /Justice Center administration with evaluating the fiscal impact of proposed purchases, services, and contracts.

Supervises, trains, assigns, and evaluates financial or administrative personnel as assigned.

Establishes work priorities and procedures for financial staff.

Ensures staff receive appropriate training regarding financial procedures, internal controls, purchasing, grants, and recordkeeping.

Reviews employee performance and addresses performance concerns in accordance with County and Court/Justice Center policies.
