Position: GRANT ACCOUNTANT

Job Title

Under the supervision of a higher classified employee, performs professional accounting work which requires a thorough knowledge of governmental accounting practices. Works closely with program staff in all areas of grant fiscal management and reporting.

Essential Duties

Process contracts, requisitions, purchase orders, billing, and reporting for assigned grant programs in accordance with County policies and procedures, Federal and State regulations, and grant agreements.

Develops accounting procedures in accordance with departmental needs and governmental accounting best practices.

Closely monitoring and tracking grant activity and evaluating allowability in accordance with program financial requirements and grant agreements.

Preparing timely financial reports and utilizing various reporting systems as directed by grantors.

Performing regular on-site and desktop monitoring of subrecipients as required.

Training new and existing staff on use of the ERP system and excel technical support.

Close out grants at calendar and program year-end.

Prepare journal entries to properly record activities of the department including expenditure and revenue accruals and deferrals.

Assist management with special projects and initiatives.

Assist in the preparation of materials for the County's annual audit and single audit.

Assist with other grantor external audits; respond to questions related to work performed and procedural matters.

Maintain good working relationships central accounting staff to coordinate transactions, activities, and procedures.

Actively cross-trains and serves as backup to other OCED finance staff.

Performs other duties as assigned.

Employment Qualifications

Principles and practices of public agency/governmental accounting

Familiarity of applicable federal, state and local laws and regulations, including Uniform Guidance and ability to track and implement changes in this guidance

Principles and practices of internal financial controls

Principles, terminology, and concepts related to the specific functional areas to which assigned

Research, data analysis and report preparation skills

Computer applications related to the work including the Microsoft Office suite of programs and cloud-based platforms

Business mathematics, including basic statistical analysis techniques and budgetary principles

Effective oral and written communication

Standard office practices, including the operation of standard office equipment

Performing a variety of professional level accounting work without close supervision

Collecting, analyzing, and evaluating varied information and data

Setting priorities, coordinating multiple projects, and meeting critical deadlines

Working as part of a team on projects as well as day-to-day matters

Using sound, independent judgment within established policy and procedural guidelines

Preparing clear, concise, and effective written materials

Maintaining accurate records and files

Entering and retrieving information from a computer with sufficient speed and accuracy to perform the required work

Participate in ongoing education and professional development

Licenses/Certifications

Specified positions may require possession of a valid Michigan driver's license.

Physical Demands

Duties require sufficient mobility to work in a normal office setting and standard office equipment including a computer, vision to read printed materials and a computer monitor, and hearing and speech sufficient to communicate in person or over the telephone.

Education

Possession of a bachelor's degree or its equivalent in business or accounting. Advanced degree and CPA certification are preferred.

Experience

Three (3) to five (5) years of professional accounting experience. Public agency and grant accounting experience is desirable.
