Position Description

DESCRIPTION OF PROGRAM:
Michigan Advocacy Program (MAP)’s mission is to advance the safety, independence, and economic stability of those most affected by poverty, racism, and other structurally oppressive systems by increasing access to justice and working for systemic solutions. MAP’s direct services components are:
1) Legal Services of South Central Michigan, which provides free civil legal advice and representation to low‑income residents of 13 counties in south central Michigan and
2) Farm worker Legal Services, which provides free legal assistance to migrant and seasonal farm workers throughout the State of Michigan. MAP also provides administrative services to the five statewide programs of Michigan Statewide Advocacy Services (MSAS), including the Michigan Poverty Law Program, Michigan Legal Help, the Michigan Immigrant Rights Center, the Michigan Elder Justice Initiative, and the Crime Victims Legal Assistance Project.

Between both MAP and MSAS the CFO will oversee approximately 70 grants totalling approximately $28 million dollars.

The Chief Financial Officer is a member of MAP’s Executive Team. The CFO oversees the financial systems and accounting for both MAP and MSAS. The CFO will lead the organization’s finance and accounting function, ensuring strong fiscal management and compliance while driving financial strategy to support our mission and growth. The CFO reports to the Executive Directors and Boards of both MAP and MSAS.

Both organizations are federally funded requiring specialized audits. The following is a list of responsibilities that are either directly managed by the CFO or by one of the other 8 staff on the finance team led by the CFO.

Responsibilities
  • Responsible for the overall financial affairs of the organization, maintenance of general ledger, payment of all invoices, payroll, grant allocation, data input and report generation functions on program financial accounting system.
  • Oversight of all MAP fiscal operations as described in the Accounting Procedures Manual. Responsible for program compliance with the Legal Services Corporation Audit and Accounting Guide. Responsible for assuring that program accounting practices comply with generally accepted accounting principles.
  • Along with Executive Director, Development Director and Chief Operating Officer, responsible for maintaining an inventory of all program grants and grant reporting requirements as an internal regulatory process—observing deadlines; grant allocation; coordinating both fiscal and program grant reporting; assuring that financial and grant related transactions will meet funder and auditor requirements.
  • Involvement in overseeing equipment and facilities management and procurement, including leases, building maintenance, equipment purchases and maintenance, supply management, cost/budget development and evaluation for major program purchases.
  • Primarily responsible for the overall budget process, including coordinating with program leadership and the development team on the creation of grant‑specific and program‑wide budgets.
  • Administration of internal program systems, including accounts payable and receivable, payroll, and time records as they relate to financial reporting.
  • Full participation in program‑wide planning and management as part of the Executive Team.
  • Full participation in staff program audits.
  • Responsible for reporting statements of financial position and reports (balance sheet, income statements, budgets, net asset projections and investments) to the Audit Finance Committee quarterly. With the support of the financial staff, responsible for keeping office managers and program directors abreast of office financial position, creating office budgets and projecting year‑end financial outcomes.
  • Responsible for providing financial training to staff and board.
  • Responsible for maintaining a system that can keep MAP and MSAS finances separate and independent from the other.
  • Note:

    CFO oversees all these tasks, but many of these tasks are specifically assigned within the fiscal group and the Financial Manager position.
Benefits

Starting salary is $121,500 depending on experience. MAP offers a generous benefits package including life, short and long term disability, health, vision, dental and flexible spending accounts. If an applicant does not require health benefits, they have the option to take an annual $1,500 payout in addition to the base salary paid over the course of the year. MAP also has a generous leave policy allowing staff to accrue 3 weeks paid vacation the first year and 15 paid holidays, as well as a 401K retirement plan including employer match for eligible staff after 6 months of employment.

MAP is a qualifying employer for Public Service Loan Forgiveness.
