Staff Services Analyst I General Statement of Duties Under general supervision, to perform responsible, varied, and increasingly difficult administrative analysis work in a variety of fields which may encompass fiscal, staff development, personnel, or general administrative staff assistance; may act as lead analyst to other technical staff. Work at this level is characterized by increasingly independent development and employment of routine methodology and techniques.

Distinguishing Characteristics This is the entry level into a specialized Staff Services Analyst classification for positions which have responsibility for fiscal, personnel, staff development or administrative support services in a department. Incumbents may have responsibilities for coordinating assigned work areas; may provide analysis and assessment of the impact of legislation and regulations on departmental programs and services, and may assist in the preparation of fiscal, personnel, training and staff development, or administrative support programs.

This class is distinguished from Staff Services Analyst II in that Staff Services Analyst II's perform more complex, specialized assignments and may supervise clerical or technical support staff. This classification may be flexibly staffed, if allocated to the hiring department as flexibly staffed. This classification is a for cause, non-exempt position.

Reports to Program Manager I or Department Fiscal Officer or designated departmental administrator depending on assigned department.

Classifications Supervised This is not a supervisory class however incumbents may provide lead direction to other administrative support staff.

Staff Services Analyst II

Staff Services Analyst II General Statement of Duties Under general supervision, to perform responsible, varied, and complex administrative analysis work in a variety of fields; may act as lead analyst to other technical staff or may supervise subordinate clerical staff. Work at this level is characterized by independent development and employment of methodology and techniques.

Distinguishing Characteristics This is a specialized Staff Services Analyst classification for positions which have responsibility for staff development and/or support services in the assigned department. Incumbents may have responsibilities for supervising and coordinating assigned work areas and staff, provide analysis, and assessment of the impact of legislation and regulations on department programs and services, and may provide training and staff development programs.

Reports to Designated departmental administrator depending on assigned department.

Classifications Supervised Eligibility Workers I/II/III, or Family Support Officers I/II, Family Support Technicians, or Health Assistants I/II/III, or may provide lead direction only without supervisory responsibilities.

Examples of Duties

Staff Services Analyst I Assists in technical assistance work engaged in the review and analysis of departmental operations, policies, and procedures; provides project analysis and oversight for assigned area of responsibility such as fiscal, personnel, staff development, or administrative staff assistance, may analyze the impact of legislation, rules, and regulations of departmental functions and services; may review and ensure implementation of specific plan of action;

prepares and monitors contracts executed by the department; assists in the preparation of major department reports such as the comprehensive annual plan; gathers and analyzes data regarding department services and operations; assists in the development of recommendations on department policies, procedures, and operations; performs special studies and research projects; represents the department at meetings; confers with department management regarding policies, procedures, staffing, and equipment needs.

  • Principles and practices of assigned areas of specialization including legislation and regulation analysis and administrative staff practices.
  • Public human services program goals, requirements, and operations.
  • Policies, procedures, and programs of the department to which assigned.
  • In-depth and interactive information gathering techniques.
  • Research and information gathering methods and procedures.
  • Computer methods, software, and systems used in public human services program administration.
  • Principles, techniques and practices of project planning, development, and coordination and staff development.
