Overview
Harper Construction is seeking an experienced Quality Control Manager (QCM) for a large-scale military vertical construction project located at MCAS Yuma.
This role requires direct, relevant experience on ground-up vertical construction projects valued at $30 million and above. Candidates must have worked on complex federal building projects similar in size, scope, and compliance requirements.

Experience working with USACE and/or NAVFAC is highly preferred. Candidates must understand federal construction quality management requirements, inspection protocols, and documentation standards.
This position is subject to strict military contractual qualifications. All applicant resumes must be reviewed and approved by the FEAD (Facilities Engineering and Acquisition Division) team prior to final hiring determination.
Responsibilities

Serve as the lead Quality Control Manager for a $30M+ ground-up vertical military construction project.
Develop, implement, and manage the project-specific Quality Control Plan (QCP) in accordance with USACE/NAVFAC requirements.
Perform and document the Three Phases of Control (Preparatory, Initial, and Follow-Up).
Oversee all inspections, testing, material compliance, and documentation.
Manage submittals, shop drawings, RFIs, testing logs, and as-built documentation.
Ensure strict adherence to contract specifications, UFC criteria, and federal quality standards.
Coordinate directly with Government representatives, including FEAD personnel.
Lead quality meetings and enforce compliance across all subcontractors and trades.
Support compliance with EM 385-1-1 and project safety standards.
Manage project closeout documentation and turnover requirements.

Required Qualifications

Minimum 10 years of relevant experience on vertical construction projects valued at $30 million or greater.
Experience as a QC Manager, Superintendent, Project Manager, Project Engineer, or Construction Manager on ground-up building construction projects ($30M+).
Minimum 2 years' experience serving as a Quality Control Manager on USACE and/or NAVFAC projects.
Demonstrated experience on DOD, federal, or military vertical construction projects.
Thorough working knowledge of:

USACE/NAVFAC Three Phases of Control
Federal construction quality standards
Submittal and document control systems

Must be familiar with EM 385-1-1 requirements.
Current Construction Quality Management (CQM) certification.
Resume must be approved by the FEAD team before final selection.

Relevant vertical construction experience on projects valued at $30M and above is a strict requirement for this role.

Preferred Qualifications

Bachelor's degree in Construction Management, Engineering, Architecture, or a similar field.
Direct NAVFAC project experience.
Working knowledge of Procore or similar document control systems.
Experience operating in secure or mission-critical environments.

Compensation and Benefits
Salary: $132,000 - $155,000 annually (Compensation based on experience, skills, and qualifications.)
