We are looking for someone to join Team Yuma as a Housing Rehabilitation Specialist working with the City of Yuma Community Development Department – Neighborhood Services Division. The ideal candidate is technically skilled, driven, and organized, ready to make a meaningful impact through housing rehabilitation and community service. This is a grant funded position under the Neighborhood Services Division work plan for the net four (4) years).

Summary

Under basic supervision, performs construction project management and inspection; assesses residential properties; and prepares construction plans, drawings, specifications and cost estimates for City of Yuma, Neighborhood Services Division (NSD), housing programs.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Assesses homes of qualified homeowners to identify violations of the City’s current Property Maintenance Code and identifies and prioritizes repair needs; prepares construction drawings, cost estimates and project work specifications; prepares requests for proposals, reviews proposals, and chooses qualified contractors to perform specified work;
    Identifies home repairs which are eligible for correction, under the US Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) and HOME Investment Partnership Act (HOME), Lead Hazard Reduction (LHR), and Healthy Homes (HH) programs.
  • Monitors and inspects residential construction projects to ensure they are in compliance with contract documents and completed in a safe and timely manner; coordinates with eligible participants; coordinates with contractors to ensure that projects are completed per HUD regulations and NS Policies and Procedures.
  • Performs Inspection of rental properties to enforce compliance with the City’s current Property Maintenance Code; interacts with property owner and tenants, prepares inspection report that identifies repairs needed to bring the unit into compliance with current code, and inspects repairs after completion.
  • Assists program participants with questions, problems, and concerns, and responds within scope of authority; assures effective communications of project status, goals and objectives.
  • Assists grant subrecipients with management of construction projects.
  • Supports the relationship between the City of Yuma and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, vision, values, and the "Yuma Way", and complies with all City policies and procedures.
  • Maintains absolute confidentiality of work‑related issues and City information; performs other duties as required or assigned.
Minimum Qualifications Education, Training and Experience Guidelines

High School Diploma or GED equivalent, AND three years of residential construction experience OR an equivalent combination of education, training, and experience. Experience in residential construction inspection, estimating, drafting, or lead hazard mitigation preferred.

Knowledge of
  • City policies and procedures.
  • Methods and techniques of inspecting buildings, structures and facilities for technical compliance.
