The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1.1 Description of Services/Introduction:
The musician shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Contract Musician services as defined in this PWS except for those items specified as government furnished property (GFP) and government furnished services (GFS). The musician shall perform to the standards in this contract.

1.2 Background:
The Government requires Musician services in support of military religious and worship activities. The Musician shall provide support to the Religious Support Office (RSO), Chaplains, and Religious Affairs Specialists for Department of the Army (DA). The location(s) and time(s) specified in the PWS or modified in the contract by the Contracting Officer.

1.2.1 The Musician shall provide the services of a Musician singer/instrumentalist under the Yuma Proving Ground (YPG) Chaplain’s Religious Support Program as defined in the Command Master Religious Program (CMRP). The mission of the Chaplain’s Religious Support Program is to provide military religious support activities that meet the religious requirements of Soldiers, Families, and authorized civilians. The primary goal of the Chaplains’ Religious Support Program is to ensure the free exercise of religious preference which is a statutory requirement under USC Title 10.

Musical worship has been identified as a critical element of religious worship services. As a non-personal services Musician, the Contract Musician is not a member of the Commander’s Staff or

Command Chaplain’s Staff, but serves in collaboration with the Military Garrison Chaplain, Chaplain Staff, Religious Affairs Specialists and Civilian workforce.

1.2.2 Yuma, Arizona is situated in the southwest corner of the state, across the Colorado River from California and about 20 miles from Mexico. YPG is a reservation of about one million acres located approximately 30 miles north of Yuma, along U.S. Highway 95.

1.3 Objectives:
Services provided shall be conducted in accordance with Army Regulation 165-1 Army Chaplain Corps Activities. The Contract Musician shall provide music to facilitate worship services conducted under the scope of the Garrison Chapel program. The Musician shall lead singing and play piano or guitar to accompany the congregational worship. The Musician shall also be prepared to lead rehearsals if additional volunteer musicians wish to participate.

Musical selections will be made in consultation with the Garrison Chaplain and/or the clergy leading the worship service.

1.4 Scope:
Musician shall provide non-personal services contract musician, to include weekly playing piano or guitar and leading congregational singing and may include special musical selections for Sunday Mass and Protestant worship services, holiday and/or holy day of obligation Mass, and special chapel led events, i.e. a sunrise service, prayer breakfast or Vacation Bible School. The musician shall complete musical numbers during each service, each service normally lasts one hour, except Vacation Bible School.

1.5 Hours of Operation:
This contract is not a fulltime position with a standard 9:00 AM to 5:00 PM, Monday through Friday-type work environment. Workdays and hours may vary according to the approved Calendar of Events, tasks outlined and the time of meetings. Many of the tasks will require holiday, evening, and weekend hours. The exception is when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

For other than firm fixed price contracts, the musician will not be reimbursed when the government facility is closed for the above reasons. The Musician must, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this job description when the Government facility is not closed for the above reasons.
