We are looking for someone to join Team Yuma as a Pretreatment & Backflow Programs Supervisor, working with the Department of Utilities – Pretreatment Division. This ideal candidate will be responsible to manage, coordinate and maintain pretreatment and cross connection programs for the City's Utilities Department.

Under general supervision, supervises the Pretreatment and Cross Connection programs for the City's Utilities Department, performs all work in accordance with the requirements of the U.S. Environmental Protection Agency, the Arizona Department of Environmental Quality, and City of Yuma policies and regulations.

• Supervises pretreatment and cross connection programs for the City's Utilities Department to protect the water quality in the City; assures compliance with state and Federal environmental and water quality regulations and standards, City of Yuma Utility Regulations, and City policies.
• Supervises staff; plans, prioritizes and assigns tasks and projects; trains and coaches staff; monitors work and evaluates performance; reviews progress of projects and work assignments; reviews the work of assigned staff to assure the work quality and timely completion of assigned duties and responsibilities.
• Provides technical advice and counsel to Utilities Department management, and assures Water quality, safety and regulatory agency compliance issues are properly addressed and resolved.
• Coordinates the development of local discharge limits for industrial users; develops and issues local discharge permits; prepares compliance actions including Notices of Violation, corrective actions, and environmental enforcement actions.
• Maintains comprehensive records of work projects, environmental enforcement actions, and quality controls; prepares compliance reports, permit applications, and corrective action plans to resolve deficiencies; performs liaison work with regulatory agencies.
• Responds to critical incidents and takes command when appropriate; coordinates plans and resolves issues with other local, state, and regional agencies within scope of authority.
• Explores grant opportunities with State and Federal agencies.
• Manages budgets and monitors expenditures; manages administrative activities including industrial cost recovery, records management, personnel issues, and work activity reports.
• Supports the relationship between the City and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, vision, values and the “Yuma Way”, and complies with all City policies and procedures.
• Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.

Education, Training and Experience Guidelines

Bachelor's Degree in Chemistry, Biology, Environmental Science, or related field; AND five years of experience in the field of water quality, environmental quality, or Industrial Pretreatment or Backflow programs; OR an equivalent combination of education, training, and experience.

• City policies and procedures.
• Federal, State, and local regulations, safety standards, and inspection protocols governing Pretreatment and industrial discharges, including United States Environmental Protection Agency (US EPA), and Arizona Department of Environmental Quality (ADEQ).
• National Pretreatment Program regulations governing control the discharge of contaminants in compliance with Federal Clean Water Act and Title 40 CFR Part 403.
• Industrial processes and discharge control technology.
• Federal, State, and local regulations regarding cross-connection control and backflow prevention.
• Water and wastewater (W/WW) treatment technology, chemistry, environmental science, equipment, and process control.
• Safe work practices, occupational hazards and safety precautions.
• Techniques and practices for efficient and cost effective management of resources.

• Observing, comparing, and monitoring data to determine compliance with regulatory agency standards.
• Interpreting and applying technical standards and procedures, Federal and state rules and regulations, and City policies and procedures.
• Interpreting analytical data and preparing technical reports.
• Supervising staff, delegating tasks and authority, and coaching to improve staff performance.
• Interpreting technical instructions and analyzing complex variables.
• Promoting and enforcing safe work practices.
