Position: ENGINEERING TECHNICIAN with Security Clearance
Duties
* Provide engineering support services and oversight in the field for all types of construction projects, including new construction, repairs and renovations.
* Provide quality assurance oversight of the contractor's quality control program. Review and make recommendations for approval on quality control plan. Ensure contractor is meeting quality standards for all definable features of work.
* Ensure contractor is meeting the requirements of the contract documents which include detailed specifications and engineering drawings.
* Provide safety oversight. Ensure that the contractor implements requirements of the Army Corps Safety manual EM385 and other OSHA safety standards.
* Provide support to the contractor during construction. This would include such items as coordinating all necessary utility outages, road closures. Assist in obtaining necessary permits (hot work), selection of laydown areas.
* Review and provide recommendations for approval on all contractor invoices. This includes providing an on-site analysis of work completed.
* Use project schedules in the execution of all work. Discuss schedules at weekly production meetings etc. Requirements Conditions of employment

* Males born after 12-31-59 must be registered for Selective Service.
* You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
* This position will require travel, 76% of the time or greater, from normal duty station. You must be able to travel on military and commercial aircraft for extended periods of time.
* You will be required to obtain and maintain a current valid United States driver's license.
* This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition

and category assigned to the position is required within established category time frames. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Coordinating facility services and scheduling with Construction Managers to ensure customer requirements are met;
2) Evaluating and recommending necessary corrections in the Contractor Quality Control System and its operations;
3) Providing advice and solutions and assisting in the resolution of technical matters requiring extensive knowledge of multiple construction trades and related construction methods;
4) Independently preparing technical analysis and cost estimates and reviewing engineering design for proposed changes. Reviewing contractor cost proposals to validate quantities, costs and validity; and
5) Administering technical design assistance to tenant and user activities on facility engineering and construction criteria to ensure requirements are met.
