Job Summary
This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer. Applications are sought on behalf of the Superior Court in Yuma County. Yuma County Human Resources does not review any applications submitted for this position. All applications are forwarded to Superior Court in Yuma County NATURE OF WORK Manages financial planning, fiscal controls and consolidated budget of the court system in Yuma County including the four Superior Court Departments and three Justice Court Precincts;
upon request provides support to four Municipal Courts; coordinates the development and presentation of the consolidated budget within specific timelines; creates and analyses financial reports, including current expenditures, budget performance, trial balances, future trends, salary projection, and other financial reports.
Bachelor's Degree in accounting, business administration, finance, management, public administration, or a closely related field; AND five years of progressively responsible work experience involving financial and accounting systems, budget development and monitoring, progressively responsible experience related to government financial operations; including three (3) years of supervisory experience; OR any equivalent combination of experience and education from which comparable knowledge, skills and abilities have been achieved.
PREFERRED QUALIFICATIONS:
Master's degree in Business Administration or closely related field.
ADDITIONAL REQUIREMENTS:
This classification requires the applicant to pass criminal background checks; a valid Arizona State Driver's License may be required;
Arizona Committee on Judicial Education and Training (COJET) yearly accreditation is required.
Skills and Abilities
Knowledge of:
Applicable State of Arizona statutes, rules, administrative orders, operational policies, and procedures; applicable Federal rules and requirements;
Yuma County and Superior Court Policies and Procedures;
Arizona Superior Court in Yuma County
- Rules of the Judicial Merit System and the Code of Conduct for Judicial Employees; legal, ethical, and professional rules of conduct; principles of government budget preparation and administration; public sector accounting and budgeting principles and procedures, including payroll, revenue, service fees, grants, investments, tax rates, and cost accounting; methods of financial forecasting and quantitative research; management analysis methods and performance measurement techniques and practices;
maintenance and reporting of complex financial records;
Minimum Accounting Standards, and generally Accepted Accounting Principles; the criminal justice system and community resources; legal terminology and court processes and procedures; personnel administration and court administration rules; modern office procedures and terminology. Skills in:
Interacting with people of different social, economic, and ethnic backgrounds; working under pressure in a dynamic work environment with changing demands and priorities; analyzing budget issues, evaluating alternatives, and making timely decisions based on findings; analyzing, interpreting, summarizing, and communicating technical and financial information; developing and managing workload, revenue, and expenditure forecasting models; understanding, applying, and explaining budget policies and procedures, and applicable Federal rules and regulations;
interpreting complex data using spreadsheet software and quantitative analysis techniques; reviewing and verifying mathematical calculations; reviewing documents for completeness, accuracy and compliance with statues, rules, and technical requirements; establishing and maintaining cooperative working relationships with court employees, other court and non-court related agencies and representatives, and the public; operating a personal computer utilizing a variety of software applications; working under pressure in a dynamic work environment with changing program demands and priorities;
communicating effectively orally and in writing with other employees. Ability to:
Establish and maintain cooperative working relationships with judges, attorneys, elected officials, court employees, stakeholders, users of the court's services, and the public; follow written and oral instructions; communicate effectively both orally and in writing. PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
