NATURE OF WORK
Under general direction, manages Information Technology (IT) infrastructure, functions and staff to provide stable, secure and reliable technical support services for the Superior Court in Yuma County; evaluates IT system capabilities and recommends system management and expansion strategies; manages contracts, planning and meetings on all IT issues with vendors, the Administrative Office of the Courts, Yuma County departments, and other regional entities.
(Illustrative Only) Manages IT operations, assigns and coordinates projects; serves as primary advisor to court on IT systems and services; recommends methods and strategies to improve overall management, development and deployment of computer, security and communications technology systems; assures functionality, compatibility and performance of Court's IT systems; responds to the needs and inquiries of users; explains IT issues, and develops and deploys solutions;
may need to travel;monitors the IT budget in the areas of development, management and forecasting expenditures;identifies and assesses present and future automation and information needs; coordinates the establishment of guidelines and programs for effective IT management; leads planning, feasibility analysis, product evaluation, problem resolution, resource coordination and other meetings designed to improve Yuma County court system operations; may travel to different court departments;coordinates
the continuous development, operation and maintenance of the IT systems, including databases, hardware, software, and system design; manages the development and integration of application software and security solutions; plans and develops IT solutions; monitors IT operations and recommends policies to assure data privacy, and the security of IT operations;resolves user problems and provides support for software; identifies training needs and requirements;
develops and provides training programs; reviews trends and changes in the technology industry;determines viable applications to improve court operations, and recommends changes; develops cost estimates and implementation schedules; consults with and advises management staff on IT management needs, problems and solutions;manages and provides leadership and guidance to IT staff; develops priorities and assigns tasks and projects; monitors work and evaluates staff's performance;
assures that all issues are addressed and resolved;identifies and recommends methods to improve management and operation of the court work processes, system responsiveness, efficient use of judicial resources, and quality service delivery;performs related duties as required or assigned.
Bachelor's degree in computer science, Computer Information Systems or a closely related field; AND five years of progressively responsible experience in managing IT systems, including system development and design, and network management; including three (3) years of supervisory experience; OR any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
Additional Requirements:
This classification requires the applicant to pass extensive criminal background checks; a valid Arizona State Driver's License is required;
Arizona Committee on Judicial Education and Training (COJET) yearly accreditation is required.

Work is performed in a standard office environment and Court facilities.

- Rules of the Judicial Merit System and the Code of Conduct for Judicial Employees; techniques for efficient and cost effective management of technology resources; principles and practices of technology management, system development and systems integration; principles and practices of network administration, system access and security guidelines; management principles of network operating domains and technical support functions; capabilities, limitations, and functional applications of data processing methods and equipment;
systems analysis, development, planning, and documentation methods and standards; data base organization, access, and retrieval techniques;
digital and video data communications principles, practices, and restrictions; legal terminology, court operations and procedures.
