RN Nurse
The PACT RN is a skilled nurse who works proficiently with some level of supervision to optimize patient care, patient safety and operational efficiency for patients. The focus of the individual's performance encompasses a combination of clinical, administrative, education and research. The PACT RN must demonstrate performance that impacts more than one individual and patient care assignment.

Tucson, AZ CBOC, Yuma.
- English language proficiency: able to read and write basic written and spoken English in accordance with 38 U.S.C. 7403(f).
- Graduate of a school of professional nursing approved by an appropriate accrediting agency (ACEN or CCNE), or a graduate of a master’s level bridge program who has completed coursework equivalent to a bachelor’s level degree in nursing and obtains a state license before completing the bridge program (see VA Handbook 5005, Appendix G6).
- Graduate of a foreign nursing school meeting the following: current, full, active, and unrestricted registration; formal degree equivalency validated by an accepted evaluation such as International Consultants of Delaware (ICD).
- Current, full, active, and unrestricted registration as a graduate professional nurse in a U.S. state, territory, Commonwealth, or the District of Columbia.
- Graduate Nurse Technician (GNT) exception: candidates who meet educational requirements but do not yet possess licensure may be appointed at entry step on a 120‑day temporary appointment while pursuing licensure (may be extended up to two years on a case‑by‑case basis).
- Grandfathering provision: all persons currently employed in VHA in 0610 series who perform duties described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held.

- Nurse I, Level I: delivers fundamental, knowledge‑based care to assigned clients while developing technical competencies.
Education:
Associate Degree (ADN) or Diploma in Nursing. - Nurse I, Level II
: demonstrates integration of biopsychosocial concepts, cognitive skills, and technically competent practice in providing care to clients with basic or complex needs.
Education:
ADN or Diploma plus 1 year specialized nursing experience (or equivalent). - Nurse I, Level III
: demonstrates proficiency in practice based on conscious and deliberate planning; self‑directed in goal setting for managing complex client situations.
Education:
ADN or Diploma plus 2 years of professional nursing experience (or BSN plus 1 year experience, or MSN with no additional experience, or Master’s in a related field with no additional professional nursing experience). - Nurse II
: demonstrates leadership in delivering and improving holistic care through collaborative strategies with others.
Education:
BSN with 2 years of professional nursing experience equivalent to Nurse I, Level 3; or MSN with one year specialized nursing experience equivalent to Nurse I, Level 3; or Master’s degree in a related field.
