Maintenance Technician / Mechanic
The position is located in the Engineering Service at the Thomas E Creek Veterans Affairs Health Care System. The incumbent serves as the Maintenance Mechanic Supervisor with full technical and administrative responsibility for planning, directing, coordinating, and evaluating all Engineering Maintenance Shop operations and managing a facility-wide Industrial Engineering and Efficiency Program.
Major Duties- Manages a formal Engineering Efficiency and Industrial Engineering Program with facility-wide impact, including:
Conducting work measurements studies, engineering time standards, workflow optimization, and staffing utilization reviews. Leading data analysis and performance monitoring using engineering databases. Managing redesign projects related to way finding, shop standardization, maintenance reliability and service responsiveness. Developing facility-wide maintenance procedures, inventory control systems and standardized documentation practices. Provides direct technical and administrative supervision for Pipe fitters, Electricians, Carpenters, Locksmiths, Maintenance Mechanics, gardeners and other trades.
Planning, assigning, scheduling, and reviewing work across multiple maintenance shops. Ensuring work orders meet safety, timeliness, quality and documentation requirements. Planning and executing long-range maintenance, equipment replacement and infrastructure renewal projects (6 months to 5 years). Coordinating complex multi-craft activities including utility shutdowns, testing, inspections and emergency repairs. Overseeing critical utility systems including domestic water, sewage, fire suppression systems, electrical distribution, carpentry operations and grounds.
Must obtain and maintain a State of Texas Class D Water Operator License (Distribution) within one year. Must comply with VA privacy, security and ADP requirements. Must follow VA and VHA policies on safety, infection control and environmental management.

Maintenance Mechanic Supervisor / PD013200 Physical Demands and Work Environment:
Work involves coordinating multiple shops, interdependent systems, regulatory-driven tasks, and emergency repairs. The position integrates supervisory responsibilities with long-range planning, preventative maintenance management, and facility-wide industrial Engineering functions. Work involves standing, bending, kneeling, climbing ladders, entering confined spaces, and accessing difficult locations during facility inspections. May occasionally lift or carry equipment or materials. Work occurs in mechanical rooms, rooftops, crawl spaces, outdoors, and in active maintenance or construction environments.
Exposure to heat, cold, noise, fumes, odors, dust, electrical hazards, and moving machinery requires adherence to safety protocols.
U.S. Citizenship; non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Suitable for Federal employment, determined by a background investigation. Must obtain and maintain a State of Texas Class D Water Operator License (Distribution) within one year.
