JOB TITLE: Foster Care Case Worker Spanish Speaking

REPORTS TO: Foster Care Supervisor and Foster Care Director

LOCATION: Hybrid – Shelter Youth & Family Services headquarters in Arlington Heights, IL

Shelter Youth & Family Services provides emergency housing, community-based services, and support for youth and families in crisis. Founded in 1975, we work to end the cycle of abuse and neglect by providing safe, healthy, and stable lives for children and families.

Position Overview

The Foster Care Case Worker Spanish Speaking is responsible for the provision of client services to Foster Care clients, including supervision, assessment, referral, and coordination of services to high‑risk families in need of social services, and maintaining client services in compliance with the Department of Family Services' regulations. Spanish speaking ability is preferred.

Key Responsibilities
  • Provide direct individual and family casework services to facilitate healing through trauma‑informed services and community‑based connections.
  • Support and educate to enhance parenting skills and prepare youth for self‑sufficiency upon emancipation.
  • Continuously assess and plan services for assigned clients to address unique needs.
  • Implement client service plans, monitor progress, and review with supervisor and DCFS as required.
  • Integrate insight regarding client strengths and needs into service planning and assessment.
  • Assess and monitor the safety of clients and make recommendations for placement.
  • Assess permanency options; recommend and implement a permanency plan.
  • Develop knowledge of community resources and maintain working relationships with providers.
  • Provide referrals and ensure written agreements per DCFS guidelines.
  • Respond promptly to written, email, and phone inquiries about clients.
  • Coordinate client services with courts, DCFS, and other providers.
  • Create frequent reports to supervisor on progress of client services.
  • Maintain accurate, complete and timely client records and data required by DCFS and Shelter Youth & Family Services.
  • Submit clear written reports and accurate verbal testimony for court proceedings.
  • Report all critical incidents and unusual incidents to supervisor, management, or DCFS.
  • Maintain client face‑to‑face contact through required home and community visits.
  • Provide continuous outreach to clients, family members, and key individuals to maintain relationships.
  • Plan, coordinate and supervise required family or sibling visits.
  • Model appropriate adult/child interactions at all times.
  • Act professionally and maintain appropriate boundaries with clients.
  • Demonstrate accountability for results and keep commitments consistent with the client service plan.
  • Report to work, meetings, training, and job‑related activities as scheduled.
  • Show openness and respect for cultural and socioeconomic characteristics of clients and coworkers.
  • Perform other related tasks as required or assigned.
  • Qualifications
  • Bachelor's Degree in a human services field from an accredited school;
    Master’s in Social Work desired, with prior foster care or related experience.
  • Proficient in speaking, reading, writing, and understanding English and Spanish.
  • Meet Child Care Facility Driver requirements per the Illinois Department of Children and Family Services.
  • Pass CWEL Exam and Permanency Foundation courses required by Illinois Department of Children and Family Services.
  • Valid driver’s license, automobile, and adequate insurance.
  • Become certified in CPR and First Aid within six months of employment.
  • Complete Medical and T.B. test with proof of results.
  • Fingerprinted by the State of Illinois and complete a full Background Check through the Illinois Department of Children and Family Services.
  • Submit official academic transcripts from the last school in which a degree was awarded.
  • Pass the Child Welfare Licensure certification from the State of Illinois.
  • Ability to lift 40 lbs.
