Overview
The Colorado Department of Corrections (CDOC) has developed the Boiler Operator Supervisor Trainee Program to train individuals in correctional facility boiler operations. This trainee position is classified as a Correctional Officer I and provides on‑job training while maintaining the safety and security of the assigned correctional facility. Successful completion of the trainee program may lead to a promotion to CSTS I, which requires either four years of boiler operator experience or a combination of two years of boiler operator experience and two years of correctional experience.
A Stationary Engineer license or equivalent must be obtained within four (4) years of attaining the CSTS I position.
- Enforce safety and security protocols, including training inmates on the use of controlled items, tools, equipment, and chemicals; conduct work‑site searches; monitor inmate behavior; initiate verbal reprimands; control and restrain inmates as necessary; perform inmate counts and transportation; respond to emergencies such as fights, fires, and escapes.
- Operate and maintain the boiler house, ensuring safe, efficient, compliant, and cost‑effective completion of all phases of boiler operations; conduct regular checks, read gauges, and work on water heaters, air handlers, heat exchange pumps, and steam traps; perform preventive, predictive, and corrective maintenance on boiler and peripheral systems.
- Supervise assigned inmate workers, providing training, scheduling, job evaluations, and record updates; promote a high level of performance and maintain the integrity of the work environment.
- Ensure compliance with Colorado Boiler Code, International Mechanical Code, American Correctional Association standards, and all applicable policies; track usage of tools, equipment, and parts; manage budgetary considerations to reduce waste and prevent theft.
- Respond to additional shift or security needs as required and work in proximity to industrial equipment in a busy, sometimes loud environment.

- Strong communication, interpersonal and conflict‑resolution skills; ability to motivate co‑workers and inmates to work cooperatively.
- Proficiency in boiler plant operations.
- Knowledge of predictive, preventive, and corrective maintenance on boiler and peripheral systems.
- Ability to troubleshoot and ensure uninterrupted service in a high‑stress, security‑driven environment with mandatory reporting/logging guidelines.
- Ability to adhere to local, state, and federal regulations and guidelines to maintain compliant operations.
- Strong desire to work cohesively as a team.
- Ability to effectively supervise inmates and prepare them for successful community re‑entry.
- Strong desire to ensure organization and the timely, systematic completion of repairs and maintenance.
- Willingness and ability to maintain a safe and secure work environment and respond to emergency situations.
- Attention to detail, determination to use state resources efficiently.
- Intermediate keyboarding skills and ability to manipulate electronic computerized programs and communicate via email.
- Self‑control and ability to work in stressful, potentially violent situations.
- Ability to remain alert, emotionally stable, and mentally resilient under pressure and observed throughout a shift.
- Tolerance to stress, confinement, and high‑stakes interaction.
- Ability to read and comprehend the English language.
- Ability to communicate fluently in English, both verbally and in writing.
- Ability to create accessible documents and technical content that follows plain language guidelines with accessibility in mind.
- Boiler Operator Certification.
- Employment experience as a utility plant or boiler operator.
- Employment experience installing, repairing, and maintaining HVAC systems with hot water boilers or steam boilers above 15 psi.
- Experience providing supervisory or work‑lead duties that affect pay, status, or tenure of subordinate staff or inmates.
