General Description and Classification Standards:Business Process Analyst II serves within the Office of Atlanta Information Management (OAIM/PMO) at the City of Atlanta's Department of Watershed Management (DWM). This mid-level analytical role is responsible for independently leading business analysis activities across a range of IT, operational, and infrastructure initiatives.
The Business Analyst II translates complex business needs into clear, actionable requirements; identifies process improvement opportunities; and supports data-driven decision-making across DWM divisions. This position works with moderate supervision and is expected to demonstrate a strong command of business analysis methodologies, stakeholder engagement, and systems thinking. Business Process Analyst II distinguishes itself from the Business Analyst I through greater independence, broader scope of assignments, and the ability to lead requirements efforts from initiation through implementation.

- Lead requirements gathering sessions including interviews, workshops, focus groups, and observations with business and technical stakeholders
- Produce comprehensive business requirements documents (BRDs), functional specifications, use cases, user stories, and process narratives
- Develop and maintain requirements traceability matrices (RTMs) to link business needs to system and test requirements
- Assess and document current-state and future-state business processes using standard modeling techniques (BPMN, swimlane diagrams, flowcharts)
- Manage scope by identifying, documenting, and escalating requirements changes through the change control process
- Conduct gap analyses, root cause analyses, and feasibility assessments to identify process improvement opportunities
- Develop value stream maps, RACI charts, and standard operating procedures (SOPs) to support operational efficiency initiatives
- Benchmark existing processes against industry standards and best practices to inform recommendations
- Collaborate with IT and operational teams to design and validate improved workflows and system configurations
- Support change management efforts including communication planning, stakeholder readiness assessments, and training coordination
- Analyze operational and project data to identify trends, gaps, and improvement opportunities
- Develop dashboards, reports, and data visualizations to support leadership decision-making
- Define and monitor key performance indicators (KPIs) and success metrics in alignment with DWM strategic goals
- Ensure data integrity and accuracy in all analytical deliverables
- Leverage tools such as Microsoft Excel, Power BI, SharePoint, and Oracle to extract and present data insights
- Build and maintain effective relationships with business owners, IT staff, vendors, and executive stakeholders
- Prepare and deliver presentations, status updates, and recommendations to diverse audiences including PMO leadership
- Facilitate meetings, document decisions and action items, and follow up to ensure timely resolution
- Develop and maintain stakeholder registers, communication plans, and engagement strategies
- Partner with Project Managers to support project planning, scheduling, risk identification, and status reporting
- Provide business analysis support across multiple concurrent projects within the OAIM/PMO portfolio
- Maintain project documentation in , SharePoint, and other designated PMO platforms
- Support UAT (User Acceptance Testing) planning, execution, and defect resolution tracking
- Contribute to post-implementation reviews and lessons-learned documentation
- Adhere to PMO intake processes, IT governance standards, and City of Atlanta policies
- Support audit readiness and compliance activities by maintaining accurate and complete records
- Contribute to the continuous improvement of BA standards, templates, and best practices within the PMO
- May perform other duties as assigned.
