Salary range: $51,035.56 - $64,138.53

The Instructional Design Specialist, Senior is a role within the Organizational Development unit of the Department of Human Resources. This individual is responsible for taking an active role in the development of programs to equip employees with the necessary tools for development in current and future advancement. The role involves designing and developing curriculum content, training materials, training modules, and job aids to support the staff of the City of Atlanta/Department of Aviation.

The specialist will create curricula for both training facilitators and participants, working closely with subject matter experts to ensure content accuracy. High‑quality documentation, adherence to deadlines, and application of adult learning principles are essential. In addition, strong interpersonal, written, and visual communication skills are required to analyze and improve existing processes, conduct needs/gap analysis, and drive deliverables and learning outcomes for internal and external stakeholders.

Performs work under general supervision with review and advice from the Sr. Training Manager/Organizational Development Executive Director.

Essential Duties & Responsibilities
  • Uses needs assessment tools to identify need for and determine effectiveness of educational programs.
  • Interacts with functional organizations/business units to develop specifications for content courses.
  • Analyzes assessment and evaluation results to drive design/development improvements.
  • Course development using established instructional design and assessment models in a variety of modalities (instructor‑led, blended learning, virtual instructor‑led, micro‑learning, webinars) and delivery platforms.
  • Structures existing content for best learning experience by end‑user, e.g., instructor‑led or e‑learning.
  • Collaborates with Subject Matter Experts (SMEs) to identify and capture learning content.
  • Analyzes and improves existing processes.
  • Drives change through need/gap analysis, focus groups, etc.
  • Researches, recommends, and implements creative design/development improvements.
  • Partners with internal and external teams to drive strategic improvements.
  • Creates follow‑up assessments to determine effectiveness of course material created and presented (ROI).
Knowledge & Skills Required
  • Curriculum Development or Instructional Design background/experience.
  • Comprehensive e‑learning and classroom design and facilitation skills.
  • Strong knowledge of adult learning theory and its application to learning solutions.
  • Excellent written and interpersonal communication skills.
  • Ability to self‑manage multiple development projects and deadlines.
  • Strong attention to detail.
  • Ability to define and document processes.
  • Ability to manage large strategic projects.
  • Ability to foster and create strong working relationships.
  • Microsoft Office (Word, PowerPoint, Excel).
  • Strong organization and time‑management skills.
  • Ability to interface with wide variety of skill levels.
  • Ability to develop advanced training courses.
Qualifications Minimum Qualification

Education and Experience
  • Education:

    Bachelor’s Degree in Human Resources, Education, Business, or related field. (Equivalent professional experience may be considered for substitution for the required degree on an exception basis).
  • Experience:

    4+ years or related experience.
  • Computer

    Skills:

    Microsoft Office (Word, Excel, PowerPoint, Outlook, eLearning Authoring Tools, etc.).
