Minimum qualifications:
Bachelor's degree in engineering, construction management, or a related field; five years of progressively responsible experience in civil engineering or construction management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific license or certification required: none.
Specific knowledge, skills, or abilities: must demonstrate considerable knowledge in construction and project management related to civil engineering and public infrastructure. Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
Examination:
The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be rated as qualified. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/course work used to qualify for this position.

Purpose of classification:
The purpose of this class is to execute all phases of multi-faceted construction, maintenance, or rehabilitation projects for county infrastructure and facilities from inception to completion (programming, planning, design, bids & contract award, and construction). Employees in this classification perform in a capacity similar to staff engineers, but require a higher level of project management skills; function as owner agents/ representatives who attend to all aspects and components of their assigned projects, representing the needs of a specific infrastructure(s) or intended user while protecting the interests of the county overall in project implementation.
Project managers are expected to exercise judgment relative to safety, cost, specifications, and project progression. Project managers either perform the essential tasks of this position or coordinate the work of others (in-house or contractual), depending on the needs of the specific project.
Essential functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Develops project plans and project team; identifies critical path tasks; pro-actively manages critical path tasks; sets and meets interim project goals; sets and manages project contingency; performs change control; and all other associated project management efforts needed to ensure that project schedule and budget are met.
Provides technical advice, information, and assistance in field of assignment to consultants, contractors, engineers, other county officials, and the public regarding applicable procedures, regulations, and standards.
Supervises and provides direction and assistance to consultants, contractors, and work crews: organizes, prioritizes, and coordinates work activities; monitors status of work in progress and inspects completed work to ensure compliance with contracts (costs, schedule, specifications, & quality of work); provides technical expertise and assistance with complex/problem situations.
Serves as the project liaison to the public, property owners, media, other government agencies, and other county departments/officials regarding project planning, design and construction progress: solicits input and feedback; coordinates public relations and education activities; responds to inquiries; makes…
