Position: CONSTRUCTION PROJECT MANAGER

Minimum Qualifications

  • Bachelor's degree in Engineering, Construction Management, or a related field;
  • Five years of progressively responsible experience in civil engineering or construction management, or an equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job.

  • Considerable knowledge in construction and project management related to civil engineering and public infrastructure.
  • Proficiency in performing essential functions and applying county or departmental policies, practices, and procedures.
Examination

The examination will assess education and experience through application review. Applicants must document that they possess the minimum qualifications listed. If selected, an official, accredited college transcript is required at the time of employment for all qualifying degrees or coursework.

Purpose of Classification

This class is responsible for executing all phases of multi‑faceted construction, maintenance, or rehabilitation projects for county infrastructure and facilities. Project Managers serve as owner agents, attending to all aspects of their assigned projects and protecting county interests throughout implementation.
They perform or coordinate the work of others and exercise judgment regarding safety, cost, specifications, and project progression.

Essential Functions
  • Develop project plans, identify critical path tasks, and proactively manage them to meet interim goals and contingency plans.
  • Perform change control and ensure project schedule and budget are met.
  • Provide technical advice to consultants, contractors, engineers, county officials, and the public on applicable procedures, regulations, and standards.
  • Supervise and assist consultants, contractors, and work crews; prioritize and coordinate work activities; monitor status; inspect completed work for compliance with contracts (cost, schedule, specifications, quality).
  • Serve as the project liaison to the public, property owners, media, other government agencies, and county departments, including public relations, education activities, and presentations.
  • Consult internally with program managers and officials to review status, resolve problems, and provide recommendations; facilitate project meetings and communications among key units and stakeholders.
  • Manage administrative aspects: negotiate budgets, monitor expenditures, update schedules, process purchase orders, work orders, invoices, and contractor progress reports; coordinate permits, inspections, and report documentation.
  • Coordinate and participate in the programming phase—planning, preliminary design, cost projections, engineering specifications, budgets, and schedules—and facilitate approvals of project and final design.
  • Coordinate bidding and contracting; prepare RFPs, bid packages, conduct pre‑bid and pre‑construction meetings; negotiate scope and fees; recommend vendor selection.
  • Manage projects during design and construction: attend progress meetings; resolve problems; approve change orders; monitor schedules; inspect quality; coordinate final inspections; facilitate project acceptance.
  • Prepare, coordinate, and review construction and engineering plans, designs, and specifications; request consultant studies; verify calculations; ensure compliance with county policy; recommend improvements or modifications.
