Luster National is seeking a Utilities Coordinator to support complex transportation and infrastructure capital programs. This role partners with public agencies, utility owners, and project teams to coordinate utility work from planning through construction, ensuring compliance with permitting requirements, municipal consent processes, and project standards. Serving in an owner’s rep capacity, the Senior Utilities Coordinator oversees multiple utility work streams and helps identify risks, resolve coordination challenges, and support informed program‑level decision‑making.
This is a long‑term, full‑time, on‑site position (both in office and in the field) located in Atlanta, GA.
Responsibilities- Serve as a primary point of contact with the client, GDOT, local governments, and utility partners to ensure effective coordination across active utility work streams.
- Review utility design packages, engineering drawings, cost estimates, agreements, and related documentation to confirm alignment with project requirements, permitting conditions, and utility standards.
- Prepare and assemble utility agreement packages and review RFIs, change requests, and contract correspondence to ensure regulatory and contractual compliance.
- Monitor utility‑related risks, cost impacts, and documentation, maintaining clear issue logs and records to support transparency and informed decision‑making.
- Coordinate with project controls teams regarding utility‑related schedule impacts and milestone alignment.
- Provide strategic guidance to leadership on permitting challenges, coordination risks, and utility constraints.
- Support and mentor team members involved in utility coordination, promoting consistency and quality across deliverables.
- Identify process improvements and recommend solutions to enhance coordination efficiency and overall program effectiveness.
- Strong written and verbal communication skills, with the ability to clearly convey technical information to diverse stakeholders.
- Analytical and organized, with the ability to manage multiple utility coordination efforts and identify practical solutions to emerging risks.
- Collaborative and relationship‑driven, able to work effectively across multi‑disciplinary teams and agencies.
- Bachelor’s degree in engineering or related field, or equivalent combination of education and experience.
- 5+ years’ experience relevant utility coordination on complex infrastructure or transportation capital programs.
- Must have significant experience with all phases of permitting processes and municipal consent requirements essential for utility coordination.
- Demonstrated experience coordinating directly with utility companies on design review, relocation planning, and agreement development.
- Experience serving as a liaison to municipalities and public agencies on permitting, right‑of‑way approvals, and municipal consent processes.
- Demonstrated ability to manage and maintain detailed project documentation, including issue logs, risk registers, and contract correspondence.
- Willingness to work in the office and in the field.
- Strong proficiency with AutoCAD Civil 3D and Microsoft Project.
- Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).
- Master’s degree in engineering.
- Valid professional license/certification such as PE license (Professional Engineer), PMP (Project Management Professional – PMI), UMC (Utility Management Certification – NRWA), or CAPM (Certified Associate in Project Management – PMI).
- Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.
Expected Salary: $75k-$101k/year ($36-$48/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate’s level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
