Position: ENVIRONMENTAL PROGRAM MANAGER

unclassified position in the public works department environmental program manager minimum qualifications

bachelor's degree in civil or environmental engineering, environmental science or related discipline supplemented by 3 years of work experience in a related discipline; or any equivalent combination of education, training and experience which provides the requisite knowledge skills and abilities for this job.

specific license or certification required

must possess and maintain a valid georgia driver's license; certification as an engineer‑in‑training is preferred. Georgia wastewater collection system operator license is preferred.

must be able to demonstrate proficiency in the performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

the purpose of this classification is to perform process duties related to administering the daily operations of the capacity management operation and maintenance (cmom) program within the water resources division of the public works department, including managing assigned staff, providing technical advice and guidance related to water/sewer projects, and reviewing program standards and specifications to ensure compliance with established regulatory requirements.

the following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • manages the daily operations of the capacity management operation and maintenance (cmom) program within the water resources division of the public works department.
  • prepares all communication, responses, and required monthly and annual reports as outlined in all applicable epd consent orders.
  • oversees and revises all necessary components of the cmom program, including water/sewer mapping, sewer modeling, public information, auditing, and capital improvement program tracking.
  • develops necessary standard operating procedures necessary to meet all components of the cmom program and works with other department staff to ensure other department sops are consistent with the required elements of the cmom program.
  • manages assigned staff, including establishing workloads, prioritizing work assignments, evaluating employee performance, interpreting and enforcing policies and procedures, resolving staff issues, and administering disciplinary action as required.
  • evaluates all water/sewer projects related to assigned program, provides technical information, and develops program standards and project design criteria.
  • provides program oversight and reviews standards and specifications to ensure compliance with federal, state, and local regulatory requirements.
  • oversees the work of project contractors and evaluates progress to maintain budgetary limits and ensure timely completion of project deliverables.
  • develops reports, project specifications, requests for proposal (rfp) and cost estimates.
  • makes presentations regarding program projects to departmental managers, county officials, regulatory agencies, and the general public.
  • provides technical guidance and develops standards, design criteria, and policies related to assigned program components, including geographic information systems (gis); global positioning system (gps); sewer modeling; and sewer capacity management.
  • acts as a staff liaison on interdepartmental and interagency committees and work groups, as assigned.
