Senior Executive (Facilities Planning & Development)
Support and manage MWS Facilities’ planning and development projects; from planning & design, costing & programming, tender process to construction & final completion. Work with respective centres, appointed consultants and contractors to ensure project meeting time schedule, budget and project objectives in enhancing care and services in a conducive environment.
Responsibilities SpecificFacilitate project work group/users’ discussion to formulate project design brief for preliminary space planning, budgeting and timeline scheduling.
Should consultancy services is required, assist in defining scope of consultancy work, invite RFQ/tender, evaluate and recommend the appointment of consultant. Manage and monitor performance of consultants.
Review and develop/coordinate conceptual/schematic/detailed planning and design, facilitate sign-off by respective stake holders/users.
Review and develop/compile specifications and drawings for tender, evaluate tender submissions and recommend tender awards.
Manage contractor to ensure compliance to EHS requirement, infection control and house-rules and regulations.
Ensure compliance of relevant local authorities’ requirement and certification.
Monitor and ensure timely completion, manage progress, identify critical milestone and escalated issues early to clear critical path and roadblock.
Conduct site inspection and handover activities with Operation and users. Ensure work done by contractors meeting specification and requirements.
Manage project cost within budget. Conduct value engineering/optimisation to achieve cost effectiveness.
Support and provide technical/ design advice to operating centres in respective trained specialty and experience.
Maintain project documentation including project briefs, budget, timeline, risk registers, progress meetings and minutes, etc.
GeneralReview and support continuous improvement in quality management system and procedures pertaining to department’s operation. Participate in audits.
Actively participate in improvement efforts, eg. productivity & digitisation, Green sustainable design, Energy saving, Environmental health and safety initiatives
Support Project Managers in planning, coordination, design reviews, documentation and site supervision.
Perform other assigned duties.
Job RequirementsDegree/Advanced Diploma in Architecture/Interior Design
Min 3 - 5 years of relevant experience in planning design/project management would be added advantage.
Good communication and interpersonal skill
Innovative, good sense of design & space planning (for specific specialty requirement).
Proficient in MS Office
Working knowledge of AutoCAD
Positive attitude and Willingness to learn
