Job Description

AECOM has an immediate need for a Safety Inspector with experience implementing, managing, and enforcing the Safety and Occupational Health (SOH) for construction and related projects within the USACE Savannah District. The SOH Specialist will ensure contractor compliance with applicable safety standards, including EM 385-1-1, and support the Government in enforcing safety requirements across multiple project sites. (Travel Required 40%)

Key Responsibilities Contract & Safety Plan Review
  • Review contractor-submitted Accident Prevention Plans (APPs) within 10 business days and provide recommendations to the Contracting Officer’s Representative (COR) for compliance with EM 385-1-1.
  • Evaluate site‑specific high‑risk activity plans, including:
    • Critical Lift Plans
    • Excavation and Trenching Plans
    • Confined Space Entry Plans
    • Lockout/Tagout Procedures
Compliance & Reporting
  • Report violations of EM 385-1-1 and other safety requirements within 1 business day.
  • Prepare detailed safety inspection reports within 5 business days of inspection completion.
  • Provide bi‑weekly status reports and monthly trend analyses of safety performance and deficiencies.
Field Safety Oversight
  • Participate in daily pre‑task safety briefings (“Toolbox Talks”) to review Activity Hazard Analyses (AHAs).
  • Conduct periodic and special‑emphasis safety inspections of construction sites and facilities.
  • Evaluate hazard controls, PPE usage, and adherence to approved APPs and AHAs.
Deficiency Tracking & Corrective Actions
  • Monitor and track safety deficiencies through resolution.
  • Coordinate with Government and contractors to ensure corrective actions are implemented and documented within 3 days of notification.
  • Investigate and document all accidents, incidents, and near‑misses.
  • Conduct Root Cause Analyses (RCA) for Class C or higher mishaps.
  • Develop “Lessons Learned” reports and support continuous improvement efforts.
Training & Program Support
  • Provide safety orientations and required training, including OSHA 30‑Hour courses (minimum quarterly).
  • Assist in development and enforcement of APPs and AHAs.
  • Review Emergency Action Plans and observe semi‑annual emergency drills.
Coordination & Communication
  • Serve as liaison among project stakeholders on safety matters.
  • Support the COR in drafting correspondence related to safety deficiencies.
  • Keep the COR informed of all safety operations and project statuses.
Documentation & Recordkeeping
  • Maintain organized records of inspections, training, and incident investigations.
  • Provide monthly summaries of recurring hazards and systemic safety issues.
Travel Requirements
  • Approximately 40% travel required across USACE Savannah District project sites.
  • Travel frequency will vary based on project workload and Government direction.
Qualifications
  • High School diploma + 10 years of relevant experience in safety inspections.
  • US citizenship required.
  • Ability to travel to USACE Savannah District project sites.
  • Valid driver’s license with clean driving record.
  • Pass State and Federal criminal history/security background checks (projects/clients are security sensitive).
  • Pass pre‑employment drug screen.
  • Up to 50% of the time movement around uneven terrain, variable environmental conditions including heat, dust, noise, moisture, and dryness.
