General Description and Classification Standards:
Responsible for the overall operation and administration of the Division of Watershed Management, including supervising, training, and participating in the investigation, reporting, and coordination of resolution for complaints of Storm water flooding or maintenance and repair of Storm water infrastructure. Areas of responsibility include planning and evaluation, policy and program development and administration, personnel and fiscal management, and public relations. This is an experienced, professional level capable of carrying out most assignments typical of the profession with limited guidance or review.
Supervision Received:
Performs work under general supervision with review and advice from manager or a senior level professional.
Essential Duties and Responsibilities:

Oversees mandated sanitary sewer overflow reports to Federal, State and local environmental agencies on the collection systems integrity and affected waterways under the consent decree.
Acts as a liaison between several City of Atlanta departments and Federal Regulatory Agencies (Environmental Protection Agency (EPA) and Georgia Environmental Program Division (GAEPD)).
Ensures extensive Quality Assurance/Quality Control and reconciliation of sewer spills and reporting data on a daily, monthly and quarterly basis to EPA and GAEPD and within the City of Atlanta.
Plans the daily assignment for assigned crew members; approves and maintains records of employee time and attendance.
Performs field inspections and evaluations.
Meets with citizens regarding storm water complaints.
Researches and responds to storm water related claims and lawsuits against the City of Atlanta.
Submits requisitions for purchase orders; processes invoices for payments; monitors funding.
Keeps all purchase orders for chemicals updated.
Manages all rental equipment.
Supervises, oversees and coordinates special maintenance projects.
Directs and participates in meetings to discuss research results.
Reviews inspection details and determines best plan of action for complaint resolution.
Provides quality customer service by cleaning all storm water and sewer systems in the assigned areas.
Supervises, trains, and participates in the investigation, reporting, and coordination of resolution for complaints of storm water flooding or maintenance and repair of storm water infrastructure.
May perform other duties as assigned.

Skills and Abilities:

Knowledge of basic construction principals and topography.

Ability to generate reports.
Ability to read and understand site plans, as-built drawings, and easement documentation.
Ability to make simple mathematical calculations related to pipe capacity and rate of flow for sewer infrastructure.
Ability to train and instruct staff in easement research techniques and field inspection techniques.
Ability to communicate well with citizens, sometimes under difficult circumstances.
Ability to operate the following tools and equipment: backhoe, excavator, shovels, dump trucks, water keys, fire holes, Vector tubings , traffic cones, cameras, cell phones, pick forks, swing…
