Primary Purpose
Responsible for planning, designing, managing, and responding to emergencies for maintenance and construction of railroad structures to provide a safe, fast, reliable infrastructure for trains to operate at maximum authorized speed for assigned territory within compliance with the safety rules, operating rules, standard procedures, policies, and AREMA guidance.
- Reviews, verifies, and approves engineering calculations, plans, specifications, cost estimates, and material requisitions supporting annual maintenance programs and capital improvement projects to ensure technical accuracy, constructability, and alignment with NS and AREMA standards.
- Evaluates structural designs, plans, and proposals submitted by shippers, developers, utilities, and other outside entities to ensure structural adequacy, compliance with railroad loading requirements, and protection of railroad infrastructure and operations.
- Leads and/or supports structural condition assessments, and load rating analyses for bridges and related structures, ensuring compliance with FRA regulations and NS BMP.
- Provides engineering guidance for repair, rehabilitation, and replacement of railroad structures, including development of strengthening solutions, emergency response strategies, and serviceability improvements.
- Coordinates with field personnel, project managers, and contractors to ensure work is executed in accordance with approved plans, specifications, and safe work practices.
- Reviews shop drawings, contractor submittals, and design modifications to confirm consistency with engineering standards and project requirements.
- Supports development of maintenance strategies and prioritization of projects based on structural condition, risk, operational criticality, and available funding.
- Assists in the preparation and management of capital and maintenance budgets, including forecasting, cost control, and resource planning.
- Ensures compliance with all applicable regulatory requirements, including FRA Bridge Safety Standards, and participates in audits, investigations, and incident reviews as needed.
- Applies sound engineering judgment to resolve complex structural issues under operational constraints, including live track conditions and limited access environments. Manages and designs engineering calculations, plans, specifications, estimates, and material requisitions for the annual maintenance and capital programs.
Job Related Experience
- Preferred Level: Three years experience planning and directing railroad structures maintenance and construction

- Preferred Level: Bachelor’s Degree (BS)

Knowledge
In-depth Knowledge of Relevant Industry Regulations, Codes and Standards (AREMA, FRA Regulations CFR 237, NS Standard Plans and Procedures, OSHA fall protection regulations, Army Corp and USCG permitting, etc.), NS Bridge Inspection Class.
