Position: CONSTRUCTION PROJECT MANAGER, SENIOR Grade 24

Minimum Qualifications

Bachelor's degree in Engineering, Construction Management, or related field; supplemented by five years of progressively responsible experience in civil engineering or construction management; and a minimum of two years supervisory experience; or an equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

License and Certification

Must possess and maintain a valid Georgia driver's license.

Knowledge, Skills, and Abilities

Must demonstrate considerable knowledge in construction and project management related to civil engineering and public infrastructure. Must demonstrate proficiency in performance of essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Examination

The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Purpose of Classification

This classification executes all phases of multi-faceted construction, maintenance, or rehabilitation projects for City infrastructure and facilities from inception to completion (programming, planning, design, bids & contract award, and construction). Employees perform in a capacity similar to Project Managers, but require higher level of project management skills and are typically assigned projects that are larger in scope, have higher technical complexity, and/or high visibility where public relations and public perception are critical to the City.

  • Leads and mentors professional and paraprofessional engineering staff. Supervises the work of technical and administrative staff.
  • Provides expert technical advice, information, and consultation in field of specialty to consultants, contractors, engineers, other City officials, and the public regarding applicable procedures, regulations, and standards. Contributes to formulation of City policies pertaining to area of expertise.
  • Assists the program manager with planning, implementation, and administration of the division and program projects. Develops and maintains list of potential infrastructure improvement projects. Analyzes and prioritizes projects for maximum impact and return on investments.
  • Provides extensive public relations and serves as the project liaison to the public, property owners, media, other government agencies, and other City departments regarding projects. Coordinates public relations and education activities; responds to inquiries; presents to Council and civic groups; develops press releases and public information materials; participates in legal activities related to assigned projects.
  • Represents the project internally for all City concerns: consults with program manager and other officials to review status of projects, resolve problems, receive directions, and provide recommendations; facilitates coordination of project meetings, communications, and work activities; assists in resolving conflicts; recommends solutions and facilitates implementation; prepares executive summaries and reports for presentation to City Council, Planning Commission, or other officials.
