Job Description Summary

The Canada Lead Licensing Specialist Civil, Regulatory Affairs, based in Canada, will complete various technical licensing work scopes in Canada, including new reactor licensing for the BWRX-300 Advanced Nuclear Project, operating fleet licensing support, customer plant support on GE Vernova Hitachi Nuclear Energy (GVH), and working with GVH / GNF Engineering and Regulatory Affairs teams on major projects in the areas of civil structures design and seismic analyses.

Roles and Responsibilities

As the Canada Senior Licensing Specialist Civil, Regulatory Affairs, you will perform the following for GVH reactors to be deployed in Canada:

  • Participate under the direction of the Canadian Technical Leader, Regulatory Affairs, in tasks associated with the nuclear regulatory review process with the Canadian Nuclear Safety Commission (CNSC) applicable to civil structural design, seismic/geotechnical analyses for the BWRX-300.
  • Support preparation and submittal of Preliminary Safety Analysis Report (PSAR), Pre-Operational Safety Analysis Report (POSAR) and Final Safety Analysis Report (FSAR) documentation, and other license application documentation for BWRX-300 license application activities in accordance with CNSC regulatory requirements and guidelines and with input from the GVH BWRX-300 Project Team.
  • Support preparation and conduct of technical and licensing presentations to CNSC staff regarding BWRX-300 license applications and coordinate and prepare responses to the customer or regulator in the areas of safety analysis, reactor core design and other applicable areas.
Required Qualifications
  • Bachelor's Degree in a science, engineering or related relevant discipline from an accredited university or college with a minimum of 7 years related professional work experience OR Master's Degree in a science or engineering discipline from an accredited university or college with a minimum of 5 years of related professional work experience
  • Minimum of 5 years of experience performing / providing input into nuclear safety evaluations, in areas related to civil structural design/ seismic / geotechnical analyses, including satisfaction of regulatory requirements for nuclear regulatory documents
  • Minimum of 5 years of experience involving complex projects, and providing regulatory guidance and feedback to support those projects
Eligibility Requirements
  • For Canada: GE will only employ those who are legally authorized to work in Canada for this opening.
  • For Canada:
    This position will report onsite to the Markham office 3 days a week.
  • For US:
    This role requires access to U.S. export-controlled information. If applicable, final offers will be contingent on ability to obtain authorization for access to U.S. export-controlled information from the U.S. Government.
Desired Qualifications
  • Five or more years of experience with Canada nuclear regulatory requirements and guidance relevant to civil structural design/ seismic / geotechnical analyses, (such as CSA N289 series, N291 N287 series, REGDOC-2.5.2) in the design, licensing or operation of Class 1 nuclear facilities.
  • Familiarity or experience in applying international standards such as ASCE/SEI / ASME/ ANS/EPRI/ IAEA in the areas related to civil structural design/ seismic / geotechnical analyses.
  • Familiarity or experience in applying U.S. NRC regulatory guidance and requirements in the areas related to civil structural design/ seismic / geotechnical analyses.
  • Demonstrated leadership in Regulatory Affairs or large engineering projects.
  • Working knowledge of boiling water reactor (BWR) systems, fuel, or operations, with specific experience with Advanced Boiling Water Reactor (ABWR) or Economically Simplified Boiling Water Reactor (ESBWR) engineering or licensing desired.
  • Experience and demonstrated effectiveness in working / communicating with nuclear regulators.
  • Experience working with nuclear industry groups.
  • International licensing experience.
  • Effective interpersonal and facilitation skills.
  • Process skills related to coordinating and documenting complex technical documents.
  • Communicates messages clearly and concisely with the ability to make decisions with speed and accuracy based on the best available information / ability to sift through complex information and focus on critical few priorities.
  • Demonstrated ability to effectively work in a team environment and with technical leaders.
