JOB SUMMARY:Under general supervision, provides working level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic.
JOB SPECIFIC DUTIES:Under general supervision, schedule, coordinate, and inspect permitted construction of commercial and residential driveways and public utilities on the state highway right-of-way in an urbanized area where a large proportion of the permits involve a high level of engineering complexity. Supervise utility force account contract work. Enforce the rules and regulations for control and protection of state highway right-of-way in an assigned area.
Insure that all traffic operations guidelines are met. Maintain and document an accurate record of permit and right-of-way activities. Provide strong technical and management support for highway maintenance activities in the area; respond to the needs of business owners/managers, property owners, and government officials.

MINIMUM QUALIFICATIONSThe selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
STATE ENTRYQUALIFICATIONS:
- Bachelor's degree in a related field and Six months of related experience
- Associate's degree in a related field and One year of experience
- One year at position equivalent.
MINIMUM QUALIFICATIONS:
- One year of training and experience scheduling, coordinating, and inspecting complex permitted construction of commercial and residential driveways and public utilities
- Advanced working knowledge of the Georgia Standard Specifications, Standard Plans and the Manual of Uniform Traffic Control Devices (MUTCD) as well as the Rules and Regulations for Driveway and Encroachments Control
- Extensive experience measuring, calculating appropriate quantities and performing basic mathematical calculations such as addition, subtraction, multiplication and division related to permitted construction inspection
- Experience reading and understanding plans, documents, technical manuals associated with permitted construction inspections
- Experience writing accurate records, reports, and correspondence on permit and right of way activities along with effective oral communication skills to present facts and messages in a clear and organized manner
- Experience scheduling, coordinating and inspecting complex permitted construction of commercial driveways and public utilities
- Experience visualizing problems and to make sound and well-informed decisions based on available information
- Experience in negotiation skills in working with others to find mutually acceptable solutions
- Possesses the physical strength and agility to bend, lift, climb, stand, and walk long periods of time and perform moderately heavy laboring work
- Experience using available technology to enhance work process efficiency
- Experience in organizing work, setting priorities, and determining objectives and strategies to achieve them
- Possesses self-motivation, commitment toward completing assignments on a timely manner with minimal supervision and demonstrates responsible behavior
- Experience working well with others to achieve shared goals
- Experience working and communicating with, and responding to contractors, local officials, and general public to provide thorough information
