Job Summary
The Costing Manager position is part of the Demand Planning & Analysis group in the SCS planning and regulatory support organization. This shared service team develops or supports Cost of Service Models for electric and gas subsidiaries, including substantial rate case development and leadership. This position leads research into cost and pricing issues for regulatory filings and planning needs of the system, ensuring the corporation has subject‑matter expertise to engage internally and externally on behalf of the corporation.
The role partners closely with Regulatory Accounting, Load Development, and Rates teams to ensure cost models are accurate, reflect appropriate cost causation, and comply with regulatory requirements. The Costing Manager leads, develops, and mentors a team of cost analysts.
- Bachelor’s Degree required;
Master’s degree preferred - 5+ years of experience in utility costing, cost‑of‑service analysis, regulatory accounting, pricing, or finance, or related electric utility roles.
- Strong understanding of cost allocation, revenue requirements, Utility Planning, and rate‑making principles.
- Proficiency with Excel and financial modeling tools.
- Experience with Utilities International (UI) is a plus.
- Ability to interpret regulatory language and translate operational data into cost impacts.
- Experience leading or mentoring analytical staff.
- Excellent communication skills (oral and written).
- Curiosity and problem‑solving skills, ability to synthesize large amounts of data into frameworks for decision making.
- A strong work ethic, initiative and ability to deliver high‑quality analytical results in a timely and organized manner.
- Strong project management skills and the ability to manage multiple priorities.
- Lead strategy development and completion of comprehensive Cost of Service Studies for Southern Company’s operating companies.
- Prepare and validate all data used for input into Cost‑of‑Service Studies, including load allocators, accounting data, and engineering data.
- Ensure allocations of costs align with appropriate cost causation and regulatory requirements.
- Monitor relevant research related to Cost of Service.
- Respond to internal and external inquiries into cost‑of‑service allocations and results.
- Maintain dashboards or reporting tools that track relative cost position trends versus defined competitive sets.
- Document and present sound results and methodologies to management and internal clients.
- Prepare and respond to data requests for regulatory filings.
- Improve and document costing methodologies, data sources, assumptions, and model controls.
- Drive automation and model modernization to reduce manual work, increase accuracy, and strengthen audit trails.
- Lead, develop, and mentor a team of cost analysts specializing in cost‑of‑service modeling, cost allocation, and rate support.
- Manage team workflow to ensure timely completion of analyses for regulatory filings, rate cases, and internal business needs.
- Foster a culture of analytical rigor, data quality, and continual learning.
