For more than forty years, Zaban Paradies Center (ZPC) has served as Georgia’s only emergency shelter for couples experiencing homelessness. Since 2020, ZPC has significantly expanded our services within and beyond our shelter walls, moving from a seasonal to year-round shelter and adding housing assistance programs for individuals and families facing homelessness. Assistance Analyst

ZPC is focused on providing solutions to end and prevent homelessness in coordination with a number of community partners, and the Assistance Analyst will help ZPC achieve its goals by ensuring compliance with policies, procedures, and applicable regulations across our diverse programs and funding sources.

In our Couples Shelter, we offer move-in support to our sheltered couples when they are approved for affordable housing, moving 57% of shelter residents to permanent housing in 2025. In December 2024, ZPC also launched short-term financial assistance programs for households experiencing homelessness or at imminent risk of homelessness in partnership with United Way of Greater Atlanta, and in 2025, we assisted more than 320 households with ending or preventing homelessness through these programs.

Our Financial Assistance programs are growing in 2026, with increased capacity to serve more households through our United Way-funded programs and the launch of our new Atlanta Rising Prevention program in partnership with Partners for HOME.

The Assistance Analyst will split their time across our Couples Shelter, move-in assistance, and homelessness prevention programs, ensuring responsible stewardship of a diverse set of funds, each with different compliance requirements. Reporting to the Financial Assistance Manager with support from the Center Manager, the Assistance Analyst will be the first critical point of review for all requests for financial assistance on behalf of participants in ZPC’s various programs before final review and approval by program managers.

Responsibilities

and Expectations
  • Provides thorough 1 st level review of payment requests submitted by ZPC’s program staff on behalf of program participants before sending to program managers for final review.
  • Ensures that client financial assistance expenses are allowable, reasonable, and in line with program intentions, participant stability plans, and budgets.
  • Reviews enrollments and support documentation for each enrolled program participant to verify eligibility for program enrollment and financial assistance prior to approving any requests for financial assistance.
  • Ensures that financial assistance requests are accurately mapped to the correct program, expense type, client, and vendor.
  • Screens all new vendors to verify entity information submitted on Forms W9.
  • Verifies that payment request details match submitted support documentation for every expense and verifies that support documentation includes all relevant information.
  • Ensures that program staff have documented in HMIS the justification for program enrollment and financial assistance in alignment with applicable policies, procedures, regulations, and funder expectations.
  • Coordinates with program staff to support their efforts to submit accurate and complete payment requests, communicating effectively any need for corrections or additional documentation to support their requests.
  • Adhere to established timelines for review of payment requests and check processing.
  • Responds effectively, professionally, and in a timely manner to program managers when payment requests are returned for further review after initial approval by the Assistance Analyst. Works closely with program managers to understand their expectations and areas needing additional attention.
