Overview

Homeland Security Programs Manager

Advertised Salary Range: $75,000 – $84,000 (depending upon experience)

Description: As part of the Office of the Governor, the Georgia Emergency Management and Homeland Security Agency (GEMA/HS) works with local, state, and federal governments, in partnership with the private sector and faith-based community, to protect life and property against man-made and natural emergencies. In addition, GEMA/HS employees are on 24-hour call statewide to assist local authorities when disaster strikes. The Homeland Security Programs Manager is responsible for providing oversight, direction and implementation of Homeland Security projects and programs which impact the entire division.

These programs include organization of the annual School Safety and Homeland Security Conference, contractor management, grant writing, drafting and fielding requests for proposals, and oversight of specific programs as needed. At its core, this position requires strong finance, budgetary, writing, communication and strategic skills.

Duties & Responsibilities

Specific duties include: Under general supervision, the Homeland Security Programs Manager (HSPM) exercises independent judgment and initiative to perform a variety of detailed program management functions. The HSPM will be responsible for helping ensure the State of Georgia’s Homeland Security programs are implemented effectively through financial analysis and data visualization. The HSPM will analyze and audit existing projects and programs to determine effectiveness.

The HSPM will assist with maintaining financial accountability and compliance of grant programs through comprehensive audits, financial records, review of expenditures, and documented program outcomes.

  • Oversee the planning and execution of the School Safety and Homeland Security Conference, to ensure it meets all federal and state legal and regulatory requirements and continues to be cost effective for GEMA/HS and attendees.
  • Write competitive grant applications as well as investment justifications for the grants GEMA/HS administers.
  • Conduct analysis of the efficacy and return on investment of all programs. Ensure GEMA/HS programs equitably align to Georgia’s population, including rural and underserved communities.
  • Write, administer and oversee the RFP/RFQ process for GEMA/HS Homeland Security projects which require competitive bidding. Ensure these RFPs comply with all federal and state laws.
  • Manage contractor, part time, intern, and temporary work requirements for the Division.
  • Maintain effective statistics, financial analyses, and reports to ensure Homeland Security Division is meeting its strategic goals.
  • Interact with subrecipients to monitor their work towards grant completion and closeout, and thoroughly document and report on project progress.
  • Work in the State Operations Center during periods of activation (12-hour shifts – may be day or overnight and can include weekends)
Additional Information

All GEMA/HS employees are subject to call in with minimal notice during disasters. During activations, night and weekend work may be required. This position requires the ability to travel overnight, statewide and regionally, as dictated by the functions of the position and the business needs of the agency.

Required Qualifications

Bachelor’s degree in business, public administration, finance or a related field in area of assignment from an accredited college or university AND ten years of experience in administration of public funds. Preferred Qualifications – External

  • Significant experience in public financial or grants administration
  • Significant experience with federal or state agencies
  • Knowledge of policies and procedures for federal and state law.
  • Proven track record of excellent written and oral communication with senior executives as well as customers.
  • Professional level work experience in financial management
  • Experience preparing program budgets, monitoring related expenditures, and completing associated grant documents.

High school diploma/GED and eight (8) years of professional level experience related to the area of assignment.
