Code Enforcement Officer
The purpose of this position is to enforce County codes and ordinances and to investigate complaints and violations to ensure adherence to established codes, ordinances, and regulations.
Examples of duties include:
- Responding to complaints of County code violations and investigating possible infractions, including codes related to building, grading, zoning, erosion control, storm water, business license, liquor licenses, signs, or other health and safety issues; conducting site visits to new and existing properties and businesses, public rights of way and roadways, etc., to determine validity of complaints or to enforce codes.
- Determining compliance or non-compliance with codes; meeting with property owners to discuss violations; issuing code compliance notices and official correction notices to inform violators of discrepancies and compliance deadlines; issuing citations/summonses to violators; serving citations via certified mail or in person; collecting, evaluating, recording, and preserving evidence; interviewing witnesses and gathering information; taking and filing photographs to document violations; preparing evidence for court cases;
testifying in court as needed; and performing follow-up site inspections as needed. - Interpreting and enforcing the provisions of applicable codes, laws, rules, regulations, specifications, standards, policies, and procedures; providing information and technical assistance concerning code requirements; discussing problem areas with developers, engineers, architects, property owners, residents, and contractors; making suggestions and recommending solutions to violations; responding to questions or complaints concerning codes or code violations; conducting research associated with code enforcement activities as needed.
- Maintaining comprehensive records of enforcement activities; entering data into computer system; preparing and setting up files, sorting/organizing documents, and filing documents in designated order; retrieving/replacing files; shredding/destroying confidential or obsolete documents; conducting records maintenance activities in compliance with guidelines governing record retention.
- Maintaining a comprehensive, current knowledge and awareness of applicable laws/regulations; maintaining an awareness of new products, methods, trends, and advances in the profession; reading professional literature; maintaining professional affiliations; attending workshops and training sessions as appropriate.
- Processing a variety of documentation associated with department/division operations, within designated time frames, and per established procedures; receiving and reviewing various documentation; reviewing, completing, processing, forwarding, or retaining as appropriate; preparing or completing various forms, reports, correspondence, and other documentation; compiling data for further processing or for use in preparation of department reports; and maintaining computerized and/or hardcopy records.
- Operating a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operating general office or other equipment as necessary to complete essential functions.
- Communicating with supervisor, other County employees, business and property owners, contractors, law enforcement, court officials, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
- Performing other related duties as assigned.
Minimum qualifications include:
Education and Experience:
Requires a High School diploma or equivalent and two (2) years of related experience in investigations, inspections, or related field, and training in building trades, code enforcement, or related field, or equivalent combination of education and experience.
Licenses or Certifications:
Must possess and maintain a valid Georgia driver's license.

Knowledge, skills and abilities include:
- Knowledge of local government operations, Code Enforcement related programs, policies and plans, and modern office practices and procedures.
- Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
- Skill in the use of computers and software applications related to the essential functions of the job.
- Skill in effective communication, both verbally and in writing.
- Ability to meet and deal with employees and the public in an effective and courteous manner.
- Ability to get along with others and work effectively with the public and co-workers.
- Ability to work flexible hours, including evening meetings.
- Ability to multi-task and work within deadlines.
- Ability to deal with confidential and sensitive matters.
- Ability to use computers for data entry, word processing, and accounting purposes.
- Ability to operate a copying machine.
